County Commission Minutes

RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, April 1, 2014

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.

9:20 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).

Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues.

Com. Carter received a call from Rick Howard, Maintenance, who reported on completion of the installation of the new door at the bottom of the basement stairwell at the Moberly Courthouse. Also reported was the cleaning of the basement and outside of the building for the upcoming trial.

David Rasmussen, former Building Construction Supervisor and local builder, arrived to discuss the proposed county administration building and his offer for technical consulting on the project.

John Truesdell stopped in to say hello to the Commission.

Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.

11:00 a.m. Weekly fuel bid was awarded to Brownfield Oil at 3.128. A bid was received from MFA Oil at 3.151. No bid was received from Wright’s Oil.

Commissioners reviewed minutes from March 20, 2014. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).

Public Administrator Mary Jo Colley stopped in to discuss the proposed county administration building.

County Clerk Will Ellis arrived to report that the election judge training held this morning in Moberly went very well.

Mr. Bernie Valdez stopped in to discuss the proposed county administration building.

Commissioners received a call from John Wishart concerning a new CAFO being built in the southwestern part of the county.

Com. Carter spoke to a representative from the Missouri Department of Economic Development, concerning a letter indicating the most recent CDBG grant was still open. Following discussion, Com. Carter was told the letter had been sent in error and the grant had indeed been closed.

Commissioners reviewed minutes from March 25, 2014. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).

1:00 p.m. Ellie Blankenship and Jim Thurman CTS Group, arrived to discuss geothermal system options for the proposed county administration building.

Commissioners reviewed payroll expenses. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Wilcox seconded, motion passed (3-0), and checks were signed.

Assessor Richard Tregnago arrived to update the Commission on progress of the Ameren UE tax protest. Assessor Tregnago indicated there is a group of Assessor’s, on behalf of their county’s, joining together to enter into litigation defending their position concerning Ameren UE’s protest. Following review, Com. Wilcox made a motion to authorize Com. Carter’s signature on an agreement with legal counsel to represent the county. Com. Crutchfield seconded, motion passed (3-0), and the agreement was signed.

Bob Bauer stopped in to say hello to the Commission and to discuss the county’s position on the Clean Line Energy Project.

Commissioners received a call from Circuit Judge Scott Hayes to discuss the air quality report and inspection of the Moberly Courthouse.

Commissioners handled correspondence.

4:00 p.m. Meeting was adjourned.
