RANDOLPH COUNTY COMMISSION MINUTES
Thursday, April 11, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.
12:30 p.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).
Com. Carter returned a call to Dave Gass, Altorfer, who indicated he would be coming in to review progress on the CAT motor grader that is being reset.
Commissioners received a call from Sheriff Mark Nichols concerning a Northern Missouri Drug Task Force personnel issue. Adair County has opted out of participation in the task force. Randolph County has been asked to handle the pass through account for payment of the organization’s office manager. Following discussion with the Sheriff, Com. Wilcox made a motion agreeing that the county becomes the fiscal manager for the Task Force. Com. Crutchfield seconded and motion passed (3-0). This will go into effect July 1.
Com. Crutchfield reported on his attendance at the County Government Day yesterday at the American Legion Hall in Moberly.
Commissioners reported on their attendance at the Ethics in the Workplace workshop for area high school seniors this morning at 9:00 at the MACC Activity Center.
County Clerk Will Ellis arrived to open cross dump belly trailer bids for the Road and Bridge Department. The following bids were received: Trump Trucks Inc., Bid A-spring suspension $32,450; Bid B- Air ride suspension $34,950; Quincy Mack Sales and Service, in the amount of $32,100 (extra 600 for infinite gate control valve); and Commercial Trailer Sales, $54,056.88. Following review, Com. Wilcox made a motion to accept the bid from Quincy Mack Sales and Service, in the amount of $32,100 and the extra $600 for the infinite gate control valve for a total of $32,700. Com. Crutchfield seconded and motion passed (3-0). The Trump Trucks Bids were not for a cross dump belly trailer; therefore they did not meet the specifications.
Commissioners received a call from Jorgi McNamara, Director of ICAN, expressing concern that the State Fire Marshall Office, after two months, had not yet approved their plan to expand the adult daycare system.
The county received a bid to rebuild the existing chopper pump at the Justice Center in the amount of $6,910 from Letts, Van Kirk and Associates, a single source provider of Vaughn pumps in this area.
Com. Crutchfield contacted Annette Schulte, Cairo Senior Citizen Housing Authority, and completed a survey by telephone encouraging the housing authority to replace the units destroyed by fire and any additional units that the Commission felt would be justified.
Com. Wilcox contacted Presiding Commissioner of Audrain County Steve Hobbs informing him of a meeting with Chris Pieper, Department of Economic Development, Monday April 15 at 4:00 p.m. in Truman Office Building, Conference Room 680 in Jefferson City.
2:00 p.m. Tina Disney, Missouri State Auditor’s Office, and County Clerk Will Ellis arrived to discuss the county’s performance audit.
Jennifer Wilson, nForm Architecture, stopped in to discuss new building plans with the Commission and to pick up the Justice Center building plans.
3:00 p.m. Dave Gass, Altorfer, arrived to review the progress on the grader that is being reset and soliciting input on additional maintenance items to be completed during the reset. Road and Bridge Supervisor Mike Rogers was also present.
Com. Crutchfield made a motion to accept the additional repair bid in the amount of $2,513.50 for the CAT 140H motor grader, serial number 2ZK05975, which is currently being reset. Com. Wilcox seconded and motion passed (3-0).
Commissioners handled correspondence.
4:00 p.m. Meeting was adjourned.
