RANDOLPH COUNTY COMMISSION MINUTES
Thursday, April 18, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).
Com. Crutchfield returned a call from Eddie Logsdon, CR 1745, responding to a road complaint.
Rick Howard, Maintenance, arrived to report the key fobs at the Justice Center will not lock/unlock the doors. Mr. Howard called the company and they will arrive later today to repair the door locks. Also discussed were Jail Recreation concrete work bids that will be opened on Tuesday.
Commissioners signed official minutes from April 4, 2013 and April 9, 2013.
County Clerk Will Ellis arrived to confirm July 2013 dates on which the Board of Equalization will meet.
Com. Crutchfield received a call from Curtis Mathis, CR 1745, asking that road ditching not be done as he thought it was too muddy.
11:30 a.m. Brent Engel and Patsy Redding, NECAC, arrived to witness the signing of a proclamation declaring May ‘Community Action Month’ in Randolph County.
Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
Commissioners reviewed minutes from April 16, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).
12:45 p.m. Road and Bridge Supervisor Mike Rogers arrived to discuss road maintenance issues. Mr. Rogers reported that the Moberly Special Road District has requested assistance in replacing a tank car culvert. Following discussion, Com. Wilcox made a motion authorizing assistance on replacing the culvert on CR 2610. Com. Crutchfield seconded and motion passed (3-0).
1:40 p.m. Com. Carter received a call from Alicia Weaver, Missouri Department of Conservation, to finalize an agreement with the Department for reimbursement for gravel expenses in the Rudolph Bennitt Conservation Area.
Brandon Miller, Stanley Security Systems, and Rick Howard, Maintenance, arrived to inform the Commission that the failed door locks at the Justice Center had been repaired and provided an explanation as to why they failed.
Commissioners reviewed and tabled final approval of an agreement with MODOT concerning improvements at the Cairo exchange until next week pending legal review.
3:15 p.m. Com. Carter left the regular meeting to attend a visitation. In her absence, Com. Crutchfield acted as Presiding Commissioner.
Commissioners handled correspondence.
4:00 p.m. Meeting was adjourned.
