RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, April 2, 2013

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).

Com. Crutchfield received a call from Dave Gass, ALTORFER, who reported Altorfer received the second grader to be reset. Mr. Gass also invited the Commission to be his guest at Rotary Thursday to hear Katie Lang, Enbridge Pipeline, speak.

Com. Crutchfield reported on his attendance at the TAC Board meeting Monday night in Perry.

Road and Bridge Supervisor Mike Rogers arrived to discuss road maintenance issues. Also discussed were the bushes alongside CR 1620 that were accidently damaged by a grader during snow removal operations. It was determined the bushes were in the county right-of-way.

Commissioners agreed to provide storage space in their office for paper products being purchased in bulk as there is no usable storage space available elsewhere.

Commissioners reviewed minutes from March 21, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).

Robert Edwards arrived to request information on regulations for building a house within Randolph County.

Sheriff Mark Nichols arrived to report delivery of the condemnation notice to the last landowners in an attempt to complete the right-of-way acquisition for CR 2660 BRO bridge replacement project.

Commissioners reviewed payroll expenses. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.

Commissioners received a call from the Audrain County Presiding Commissioner Steve Hobbs to discuss the closing of the Moberly Career Center.

Commissioners reviewed minutes from March 26, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).

11:30 a.m. Matt Walker, Great River Engineering, stopped in to say hello.

Commissioners received a project update from Aaron McVicker, SKW, on the CR 2580 BRO BO88 (22) bridge.

Commissioners reviewed minutes from March 28, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).

Com. Wilcox and Com. Crutchfield contacted several vendors seeking bids for the belly dump trailer. Bids will open April 11.

County Clerk Will Ellis arrived for Commissioners signatures on the Fee Agreement with The Commerce Trust Company for the completion of documents for refinancing the Justice Center bonds.

1:45 p.m. Commissioners received a call from Circuit Clerk Peggy Boots to discuss the scheduling of a lighting advisor to come and look at the lights in the Justice Center Courtroom.

Public Administrator Mary Jo Colley stopped in to say hello to the Commission.

Commissioners received a call from Jennifer Wilson, nForm Architecture, to discuss the contract for the county building needs assessment.

Commissioners reviewed the nForm Architecture contract to provide Randolph County with the building needs assessment. Following review, Com. Wilcox made a motion to approve the contract and authorize Com. Carter’s signature on the document. Com. Crutchfield seconded, motion passed (3-0), and document was signed. Com. Carter will contact Jennifer Wilson, nForm, to inform her.

Commissioners contacted Deputy Director Janice Robinson, Moberly NECAC office, to discuss the closing of the location of the Moberly NECAC office and Moberly Career Center.

Harry Flock stopped in to say hello to the Commission.

4:00 p.m. Meeting was adjourned.
