RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, April 23, 2013

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).

Com. Wilcox reported on his participation in a Workforce Investment Board Executive Committee and a Workforce Investment Board (WIB) conference call. A vote was taken in both conference calls to hire Brandie Glover as the new Executive Director of the Northeast Missouri WIB. A vote was also taken to keep the Moberly Career Center open through the end of June and the motion passed.

9:30 a.m. Rick Howard, Maintenance, arrived to discuss maintenance issues. Also discussed were the Justice Center Recreation Area drainage project contractor bids. Mr. Howard reported there was a quarter size puddle of water in the Assessor’s hallway, which is an improvement from previous rains.

Commissioners received notification from MODOT to proceed with right-of-way acquisition for the CR 2580 BRO bridge project.

Commissioners received a certified mail response for the second notice of intent to condemn right-of-way pertaining to the CR 2660 BRO bridge project.

County Clerk Will Ellis arrived to report that the Department of Revenue received notification as required by section 144.757, RSMo, that the County of Randolph has imposed a one percent (1%) local option use tax at the same rate as the local sales tax. This tax will become effective July 1, 2013 with no expiration date. Clerk Ellis also reported the county entered an agreement for the Local “Option” Use Tax ACH.

10:20 a.m. Sarah Graff, Field Representative from Senator Roy Blunt’s office, arrived to discuss the Main Street Fairness Act being debated in the U.S. Senate. Senator Blunt is a co-sponsor of the bill.

Commissioners signed official minutes from April 11, 2013 and April 16, 2013.

Road and Bridge Supervisor Mike Rogers stopped in to schedule a time this afternoon for road inspections.

Scott Kliethermes, Al Scheppers Motor Company, stopped in to discuss future purchasing of trucks.

Com. Carter received a call from Lori Petersen, Consolidated Correctional Food Service, to discuss bid specifications for inmate food services.

Com. Carter returned a call to Alicia Weaver, Missouri Department of Conservation, to discuss the Cart Fund agreement with the Conservation Department for reimbursement for gravel used in the Rudolph Bennitt Conservation Area.

Commissioners received a call from the Superintendent of the Renick School District inquiring when CR 2610 would be reopened. Com. Wilcox contacted Special Road District Chairman Ted Sander for an answer and reported to the Renick School Superintendent.

County Clerk Will Ellis arrived to report a complaint from a visitor to the Justice Center. The visitor is confined to a wheel chair and had a difficult time getting up the concrete wheel chair ramp in the parking lot. Commissioners will address the problem.

Bob Bauer stopped in to compliment the Road and Bridge Department employees for their work following the recent rains.

Commissioners reviewed minutes from April 23, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).

Commissioners reviewed a proposed agreement between Randolph County and the Missouri Highway and Transportation Commission concerning creation of a north Cairo highway 63 interchange in exchange for the county assuming maintenance of some state maintained roads. Com. Wilcox made a motion to approve the agreement. Com. Crutchfield seconded, motion passed, and document was signed by all Commissioners.

1:00 p.m. Com. Carter recessed the regular meeting so Commissioners and Road and Bridge Supervisor Mike Rogers could conduct road inspections on county roads.

3:35 p.m. Commissioners returned to the Huntsville Courthouse and Com. Carter reconvened the regular meeting. Aaron McVicker, SKW, arrived to discuss a proposed amendment to the original engineering contract as well as additional engineering fees for the CR 2580 BRO bridge replacement project.

Following review of the proposed amended contract, Com. Wilcox made a motion to approve it and authorize Com. Carter’s signature on the document. Com. Crutchfield seconded, motion passed (3-0), and Com. Carter signed the document.

4:00 p.m. Chief Deputy Nevin Turner arrived to present the quarterly Deputy Sheriff’s Salary Supplementary Fund Grant application.

4:10 p.m. Meeting was adjourned.
