RANDOLPH COUNTY COMMISSION MINUTES
Thursday, April 25, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.
9:30 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0). Commissioners reported on participating in the KWIX radio talk show at 8:30 this morning.
Commissioners reported that the county received a $4,707.85 refund from MOPERM, the county’s workman’s compensation carrier and the money was credited to the appropriate departments.
Commissioners contacted Brownfield Oil, MFA Oil, and Wright’s Oil to solicit a bid by 12:00 today for 10,000 gallons of fuel to be delivered over a period of 60-90 days.
10:10 a.m. County Clerk Will Ellis arrived to present bids for cell phone contract from Chariton Valley and US Cellular. Chariton Valley bid at $57.42 per phone per month and US Cellular bid at $55.56 per phone per month. Commissioners will review the bids for a later decision.
Commissioners received a certified mail response for the second notice of intent to condemn right-of-way pertaining to the CR 2660 BRO bridge project.
Former Public Administrator Martha Creed stopped in to say hello and inform the Commission she had delivered information for the ongoing state audit.
10:50 a.m. Road and Bridge Supervisor Mike Rogers arrived to discuss road maintenance issues.
Commissioners reported on their road inspections conducted Tuesday: CR 2005 following complaints of illegal dumping and CR 1860 for a report of a semi-trailer parked dangerously in the right-of-way. Several other roads were inspected following up on complaints of wash outs and the intersections of CR 1250, CR 1230, and CR 1268 were evaluated for safety.
Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
12:00 p.m. Commissioners reviewed fuel bids for 10,000 gallons to be delivered over a period of 60-90 days from the following: MFA Oil bid at $3.089; Wright’s Oil bid at $3.14; and Brownfield Oil bid at $3.139. Following review, Com. Wilcox made a motion to accept the bid from MFA Oil in the amount of $3.089. Com. Crutchfield seconded and motion passed (3-0).
Commissioners reviewed minutes from April 23, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).
Commissioners discussed the question of signage at the intersections of CR 1268 and CR 1250 and also at CR 1230 and CR 1250, which were inspected on Tuesday. Following discussion, Com. Crutchfield made a motion to erect two stop signs to improve traffic safety. Com. Wilcox seconded and motion passed (3-0). Com. Crutchfield contacted Road and Bridge Supervisor Mike Rogers to report the decision.
2:10 p.m. Donna Spickert, 4th Congressional District Director for Congresswoman Vicky Hartzler, arrived to discuss county and state issues.
Commissioners reviewed election expenses for payment. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Wilcox seconded, motion passed (3-0), and checks were signed.
3:30 p.m. Charla Bankhead, representing the Higbee Cemetery Association, arrived to request permission from Commissioners to use a small portion of county right of way on CR 2530 which adjoins private property belonging to Mr. Allan Burgin where a tent will be erected during the Memorial Day weekend. Following discussion, Com. Crutchfield made a motion to allow the Higbee Cemetery Association to use county right of way. Com. Wilcox seconded and motion passed (3-0).
4:00 p.m. Meeting was adjourned.
