RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, April 30, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda with one addition and correction: Rick Howard will not be arriving at 9:30 and 911 Coordinator Justin Roberts will be arriving at 10:00 to discuss 911 driveway permits. Com. Crutchfield seconded and motion passed (3-0).
Commissioners received a call from Dave Gass, Altorfer, who indicated he would be stopping in at 2:00 today.
Com. Carter reported on the following calls received over the weekend: Gary Stern, CR 1390, reporting road maintenance needed and the problem was referred to Road and Bridge Supervisor Mike Rogers; Charles Cross, CR 1860, who indicated he would remove the logging trailer from the county right-of-way weather permitting on Monday as requested by Commissioners.
Commissioners reported on their attendance at Healthy Community Day Saturday, April 27 at the YMCA in Moberly to issue a proclamation declaring May Healthy Community Month.
Commissioners approved the ad copy bidding for the county bank depository.
Commissioners signed official minutes from April 18, 2013 and April 23, 2013.
Com. Carter reported on her attendance at the Region G Solid Waste District board meeting in Perry Monday night.
10:00 a.m. 911 Coordinator Justin Roberts arrived to present a proposal for revision to the county Driveway Inspection Application form. Since 2010, the driveway permit fee had been $20; Coordinator Roberts has proposed to change it to $25. Following review, Com. Wilcox made a motion to adopt an increase to the permit fee to $25. Com. Crutchfield seconded, motion passed (3-0), and the document was signed.
Commissioners received a call from Mayor Robert Ashworth, City of Higbee, to discuss the Higbee Cemetery.
Com. Carter received a call from Warren County Commissioner Hubie Kluesner who requested information concerning the fall meeting of the Northeast Commissioners and Clerks to be held in Warren County.
10:50 a.m. MoDOT Assistant District Engineer Brian Haeffner; Maintenance Superintendent for the West Area Scott Thompson, and Maintenance Supervisor TK Brenner arrived to discuss MoDOT operations and county issues and to accept delivery of the North Cairo Highway 63 Interchange Agreement. A copy of the final agreement will be returned to the county following full execution.
11:20 a.m. Com. Carter recessed the regular meeting so Commissioners along with MoDOT officials could continue their discussions over lunch.
12:40 p.m. Commissioners returned to the Huntsville Courthouse and Com. Carter reconvened the regular meeting.
Commissioners received a call from Carol Prather, CR 1615, who requested grading on her county road and CR 1610. This information was passed along to Road and Bridge Supervisor Mike Rogers
Circuit Clerk Peggy Boots stopped in to say hello to the Commission.
Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
Com. Carter contacted Sheriff Mark Nichols to schedule a time to discuss Food Services for the jail and the proposed ATV ordinance.
Commissioners received a certified mail response for the second notice of intent to condemn right-of-way pertaining to the CR 2660 BRO bridge project. Also received was a signature on the Missouri Highways and Transportation Commission Real Estate Purchase Agreement conveying their interest to Randolph County for the CR 2660 BRO bridge project.
Commissioners received a call from Don Johanning, CR 2250, to discuss a road complaint. The Commission informed Mr. Johanning the road was in the Moberly Special Road District and gave him the correct contact information.
Com. Wilcox reported a problem with the Chariton Valley speaker phone in the Commission office.
2:00 p.m. Dave Gass, Altorfer, arrived to invite the Commission and Road and Bridge Supervisor Mike Rogers to an open house on certified rebuilt motor graders in Hannibal, Friday from 10-1. Mr. Gass reported the motor grader that is being rebuilt is Randolph County’s, and is ready to be reassembled.
Road and Bridge Supervisor Mike Rogers arrived to sit in on the meeting with Mr. Gass and to discuss road maintenance issues.
2:40 p.m. Russell Placzek, Oden Enterprises, stopped in to say hello and to discuss future projects.
Commissioners reviewed minutes from April 25, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).
Com. Carter received a call from Alicia Weaver, Missouri Department of Conservation, to discuss the Cart Fund agreement with the Conservation Department for reimbursement for gravel used in the Rudolph Bennitt Conservation Area.
4:00 p.m. Meeting was adjourned.
