RANDOLPH COUNTY COMMISSION MINUTES
Thursday, April 4, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).
Com. Wilcox reported receiving communication regarding the announced closing of the Moberly Career Center.
Commissioners handled correspondence.
Commissioners reported the use tax passed in Randolph County at 1%, the City of Clark at 1%, and the City of Huntsville at 1.5%.
9:50 a.m. Brandon Lucas, Fusion Technologies, arrived to discuss updates he was making to the county’s e-mail server.
County Clerk Will Ellis arrived to discuss the April sales tax receipts. The projected 2013 amount for April was $110,942.08; the actual amount for 2013 is $101,196.23; and the difference being $9,745.85; receipts-to-date are $428,787.58.
Commissioners received a call from Corey Mehaffy, President of Moberly Area Economic Development, to congratulate the Commission on the use tax passing. Also discussed was the Moberly Career Center that is scheduled to close.
Com. Carter received a call from Sheriff Mark Nichols congratulating the Commission on the use tax passing.
Commissioners spoke with Rick Howard, Maintenance, to discuss an invoice for the lights in the courthouse.
Commissioners signed official minutes from March 14, 2013; March 19, 2013; March 21, 2013; and March 26, 2013.
Commissioners reviewed election expenses. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
Com. Crutchfield contacted Vetter Concrete LVS and Randolph County Foundation to discuss concrete drainage work in the recreation area at the Justice Center.
10:50 a.m. Road and Bridge Supervisor Mike Rogers arrived to discuss road maintenance issues. Also discussed was the resetting of the motor grader.
Commissioners reviewed invoices for payment. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Wilcox seconded, motion passed (3-0), and checks were signed.
11:40 a.m. Com. Carter recessed the regular meeting so she and Com. Wilcox could attend an annual informational luncheon at MRMC to discuss hospital operations and program growth. Com. Crutchfield and Deputy Clerk Creed attended the Moberly Rotary Luncheon to hear guest speaker Katie Lange, Enbridge Pipeline.
1:30 p.m. Commissioners and Deputy Clerk Creed returned to the Huntsville Courthouse and Com. Carter reconvened the regular meeting. Jennifer Wilson, nForm Architecture, stopped in to give Commissioners a progress report.
Commissioners received a call from Corey Mehaffy, President of the Moberly Area Economic Development, to discuss potential office space for the Moberly Career Center.
1:50 p.m. Skip Wilson and John Buck, MODOT, arrived to deliver the county’s state bridge inspection report. Road and Bridge Supervisor Mike Rogers was also present. Skip Wilson reported that Randolph County bridges are in the best condition out of the 17 counties in his district.
Commissioners reviewed minutes from April 2, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).
Com. Carter contacted Debbie Vaughn, CR 1620, to report on the Commissioners inspection of bushes on her property she believed were damaged during recent snow removal operations.
4:00 p.m. Meeting was adjourned.
