RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, April 9, 2013

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk. Eastern District Commissioner Wayne Wilcox is absent.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (2-0).

County Clerk Will Ellis stopped in to report the state auditors have arrived to begin the routine performance audit of the county.

Com. Carter and Com. Crutchfield reported on their attendance Friday morning at a meeting in City Hall hosted by the Moberly Area Chamber of Commerce concerning the announced closing of the Moberly Career Center.

Com. Carter contacted Robin Fitzgerald, Mark Twain Regional Council of Governments, concerning completion of a CDBG project.

9:50 a.m. Michael Purol, PSBA, arrived to discuss right-of-way acquisition for the CR 2660 BRO bridge project.

Commissioners reviewed a request for reimbursement from MODOT for the CR 2660 BRO-BO88 (21) project. Following review, Com. Crutchfield made a motion to authorize Com. Carter’s signature on the document. Com. Carter seconded, motion passed (2-0), and checks were signed.

County Clerk Will Ellis arrived to present the notice the county will be running in the April 10, 17 and 24, 2013 newspaper editions of the newly adopted Randolph County Health Code Lodging Establishment Ordinance.

Rick Howard, Maintenance, arrived to discuss maintenance issues at the four Randolph County building locations.

Com. Crutchfield received a call from Road and Bridge Supervisor Mike Rogers to discuss county fuel needs. Com. Crutchfield contacted MFA Oil, Wright’s Oil, and Brownfield Oil to solicit bids for 3000 gallons of fuel by 2:00 p.m. today.

Com. Carter contacted Brandon Lucas, Fusion Technologies, to discuss the lost IP address for the Maintenance computer with EPM.

11:30 a.m. Road and Bridge Supervisor Mike Rogers arrived to discuss road maintenance issues.

Com. Carter received a call from Rick Howard, Maintenance, who indicated the bids are still good for the replacement AC equipment needed at the Justice Center.

Commissioners reviewed invoices for payment. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Carter seconded, motion passed (2-0), and checks were signed.

Com. Carter received a call from Brandon Lucas, Fusion Technologies, who reported the control center computer is fixed at the Justice Center.

Com. Carter received a call from Rick Howard, Maintenance, who mentioned the area around the new storage unit at the Justice Center needs some grass seed planted.

Commissioners reviewed Erroneous Assessments in the matter of court orders. Following review, Com. Crutchfield made a motion to approve these assessments. Com. Carters seconded, motion passed (2-0), and court orders were signed.

The Certified Copy of Assessing Salaries, Costs, and Expenses was presented. Following review, Com. Crutchfield made a motion to authorize Com. Carter’s signature on the document. Com. Carter seconded, motion passed (2-0), and document was signed.

Com. Wilcox called to check in. While on speaker, Commissioners discussed old business and reviewed bid specifications from Heddinghaus sheet metal for work to be performed at the Justice Center/Kitchen Area in the amount of $2,210.72 which includes labor costs for the project and work to be performed on the Justice Center Unit #6 (Sheriff’s Department), Trane unit which will be replaced due to a bad compressor with a Lennox LCS13DC-036 5-Ton R22 Dry Unit in the amount of $2,452.00 including labor costs. Com. Wilcox made a motion to approve both bids for repairs at the Justice Center. Com. Crutchfield seconded and motion passed (3-0).

2:00 p.m. Commissioners received bids from the following: Wright’s Oil bid at $3.132; MFA Oil bid at $3.175; and Brownfield Oil bid at $3.149. Com. Crutchfield made a motion to accept the bid from Wright’s Oil. Com. Carter seconded and motion passed (2-0).

Commissioners handled correspondence.

4:00 p.m. Meeting was adjourned.
