RANDOLPH COUNTY COMMISSION MINUTES
Thursday, August 15, 2013

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner, Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).

Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues. Mr. Herron reported that they completed the maintenance work on CR 1660.

Commissioners reviewed final payroll checks. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.

Commissioners discussed the possibilities of bidding fuel for the next four months and it will be an ongoing meeting to meeting discussion.

Commissioners reviewed two bids submitted for resurfacing the kitchen floor area at the Justice Center. The first bid was from Willy’s Painting and Decorating in the amount of $2840 and the second bid from Remole’s Coating LLC in the amount of $3125. Following review, Com. Wilcox made a motion to accept the bid from Willy’s Painting and Decorating. Com. Crutchfield seconded and motion passed (3-0).

Commissioners reviewed invoices for payment. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Wilcox seconded, motion passed (3-0), and checks were signed.

Com. Wilcox reported a conversation with Albright Construction to discuss the additional concrete repairs needed at the Justice Center to replace deteriorating curbs, sidewalks and handicap ramp. Com. Wilcox indicated Albright Construction will submit a cost proposal in conjunction with the current concrete improvement project they are completing in the jail recreation area.

Commissioners registered three Road and Bridge employees to attend an LTAP Chipseal Training class in Jefferson City, Tuesday August 20. These classes were at no cost to the county.

Commissioners received notice from SKW that the BEAP grant was approved to study the feasibility of a new bridge on CR 1450.

Commissioners reviewed minutes from August 13, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).

Com. Carter contacted Aaron McVicker, SKW, to discuss the progress report for the CR 2580 BRO bridge replacement project.

11:00 a.m. Com. Carter recessed the regular meeting to convene the public hearing to set the 2013 tax levy for the county General Revenue and Road and Bridge funds. Also in attendance was: Chief Budget Officer Will Ellis. No one else was in attendance.

Com. Wilcox made a motion to establish, at the maximum allowed by the State Auditor, General Revenue at 0.2368 is the property tax for the coming year. Com. Crutchfield seconded the motion. Com. Crutchfield made a motion to establish, at the maximum allowed by the State Auditor, Road and Bridge at 0.1980 is the property tax for the coming year. Com. Wilcox seconded the motion. Motion passed (3-0).

11:30 a.m. Com. Carter reconvened the regular meeting.

Commissioners handled correspondence.

1:30 p.m. Shane Adrian and Julie Portman, Edward Jones, arrived to discuss financing options for a new county administration building.

Commissioners reviewed the following two lease bids received for a new motor grader: Tristate Construction Equipment bid at $12,624.87 for 900 hours and Altorfer Machinery bid at $15,509 for 1000 hours. Following review, Com. Wilcox made a motion to approve the bid for a 2014 Caterpillar 140M2 AWD Motor Grader with an annual payment of $15,509 for 1000 hours for 5 years commencing in 2015 and trading in a 2004 John Deere 770CH motor grader Serial #592843. Com. Crutchfield seconded, motion passed (3-0), and both bidders were notified of this decision.3:30 p.m. Dave Gass, Altorfer, arrived to present a document for signature to finalize leasing of the new Caterpillar motor grader. Com. Crutchfield made a motion to authorize Com. Carter’s signature on the document. Com. Wilcox seconded, motion passed (3-0), and document was signed.

Com. Carter received a call from Sheriff Mark Nichols to discuss the bid accepted from Willy’s Painting and Decorating to resurface the floor of the jail kitchen area.

Commissioners received a call from Gary Million, Tri-State, who had questions concerning the lease bid approved for the new motor grader.

4:00 p.m. Meeting was adjourned.
