RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, August 20, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner, Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda with one addition: PE Michael Purol, PSBA, will be arriving at 9:30 with additional paperwork for the CR 2660 BRO bridge replacement project. Com. Crutchfield seconded and motion passed (3-0).
Com. Crutchfield reported a complaint Friday with wet ceiling tiles at the Moberly Courthouse due to an air conditioner freezing up in the hallway. Repairs were made at a cost of 526.00. It is believed the entire unit may have to be replaced in the next year or two at an estimated cost of $4800.
Com. Wilcox reported on his attendance at the Workforce Investment Board meeting Monday evening at the M.W. Boudreaux Memorial Visitor Center at Mark Twain Lake. Discussion centered on changes to the state procurement policy. The changes were approved and the procurement policy adopted.
9:20 a.m. PE Michael Purol, PSB&A, arrived to present documents with MODOT requested changes to right of way purchase and invoicing for the CR 2660 BRO BO88-(21) bridge replacement project for review and approval. Following review, Com. Wilcox made a motion to approve the documents. Com. Crutchfield seconded, motion passed (3-0), and documents were signed.
9:40 a.m. Rick Howard, Maintenance, arrived and reported on a problem with the commercial washing machine belts at the Justice Center.
Com. Crutchfield returned a call to Jim Stone, Letts Van Kirk and Associates, with questions concerning an invoice for the chopper pump recently installed at the Justice Center. Mr. Stone offered clarification and the invoice was approved.
Com. Wilcox returned a call from Kenneth Burwell requesting information on possible development on property at the intersection of Highway 22 and Highway 63 in Randolph County.
Com. Wilcox reported a conversation with a county resident on CR 1660 who indicated they were pleased with the maintenance work that was completed on their road.
County Clerk Will Ellis stopped in to discuss the ongoing audit with Commissioners.
11:00 a.m. Commissioners received fuel bids from the following: Brownfield Oil bid at $3.228; Wright’s Oil bid at $3.26. Following review, Com. Wilcox made a motion to accept the bid from Brownfield Oil at $3.228 per gallon. Com. Crutchfield seconded, motion passed (3-0), and the companies were notified.
Commissioners reviewed minutes from August 15, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).
Commissioners reviewed invoices for payment. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
Brandon Lucas, Fusion Technology, arrived to fix a problem with the Deputy Clerk’s computer.
1:40 p.m. Com. Carter adjourned the regular meeting so Commissioners could travel to Moberly to attend a meeting at City Hall to discuss 911 and other legislative issues. Also in attendance were State Representative Tim Remole, Moberly Police Chief Russell Tarr, and other city and county officials.
