RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, August 27, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner and Jerry Crutchfield, Western District Commissioner. In the absence of Deputy Clerk Shelby Creed, Com. Carter recorded the minutes.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda with one addition: Huntsville Mayor Debbie Webster will be in to discuss the city’s proposed location for the Old Settler’s beer garden. Com. Crutchfield seconded and motion passed (2-0).
9:10 a.m. Interim Road and Bridge Supervisor Dale Herron arrived to discuss maintenance issues. Mr. Herron reported that a dead tree needed to be removed from the county right of way on CR 2756. He will get bids for the job as it is too large for the county to remove safely.
Com. Crutchfield reported on a meeting he attended on August 16, with Com. Wilcox, Judge Hayes and Circuit Clerk Peggy Boots concerning the proposed facility analysis.
9:30 a.m. County Clerk Will Ellis arrived to report: information from Sheriff Mark Nichols reporting that Enbridge Pipeline would like to hire off-duty deputies to assist in pipe transport operations; the State Auditor’s draft financial report will be ready for review by the Commission next week.
Rick Howard, Maintenance, arrived to update the Commission on upcoming operations. Construction will begin tomorrow on the jail recreation area drainage project and the freezers in the kitchen will be inspected and started to determine serviceability.
10:15 a.m. Commissioners reviewed jury script for payment. Following review, Com. Crutchfield made a motion to approve jury script as presented. Com. Carter seconded, motion passed (2-0), and checks were signed.
Commissioners reviewed invoices for payment. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Carter seconded, motion passed (2-0), and checks were signed.
The weekly fuel bid was awarded to MFA Oil at $3.265. Other bids received were Wright’s Oil at $3.285 and Brownfield Oil at $3.319.
Commissioners received the following bids for tie-downs and anchors to secure the Sheriff’s storage container: Hallowell Transportation for $400.00 and Connie’s Mobil Home Transport for $780.30. Following review, Com. Crutchfield made a motion to accept the bid from Randy Hallowell for $400.
Com. Carter returned calls to Adar Johnson, Clean Line Energy and Ellie Blankenship, CTS.
Commissioners received notice that the Missouri Department of Energy would be transferred from the Department of Natural Resources to the Department of Economic Development effective August 29, 2013 per Executive Order.
11:45 a.m. Huntsville Mayor Debbie Webster arrived to discuss the locations of the Old Settlers beer garden which will be in the Courthouse parking lot on September 12, 13, and 14. The City of Huntsville owns the parking lot. Also discussed was the registration process for the Old Settlers.
12:30 p.m. Commissioner Wilcox joined the meeting by phone to discuss scheduling the start of the jail drainage project and repair of the deteriorating sidewalk and ramp in front of the Justice Center. The work will begin on August 28. Com. Crutchfield will confirm start day and time with the Circuit Clerk and Rick Howard, Maintenance. The project is expected to be completed in 3 days.
Commissioners received a call from Josh at Albright Construction confirming repair of the deteriorating sidewalk and ramp in front of the Justice Center is estimated to cost $3300 which would include a rubber safety mat. Following discussion, Com. Crutchfield made a motion to approve the cost. Com. Carter seconded and motion passed (2-0).
Commissioners handled correspondence.
2:15 p.m. Ellie Blankenship, CTS, called to discuss the county’s interest in hiring a construction manager in conjunction with the proposed county administration building. She was informed an RFP advertisement will be published August 30.
A call was received concerning culvert replacement. The caller was referred to the Road and Bridge Department.
Cynda McKenzie, Chariton Valley, called to follow up on problems with the phones in the Commission office. She was informed that everything was working well.
3:30 p.m. Meeting was adjourned.
