RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, August 6, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner, Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).
Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues. Also discussed was the ditching project on CR 1745. Com. Wilcox reported a drainage problem on CR 1760. Mr. Herron will evaluate the drainage problem and offer a solution.
Com. Carter reported on her attendance last week at the CCAM Summer Conference in Joplin, Missouri.
Commissioners received notification from Enbridge Pipeline informing the Commission and Road and Bridge Department that construction is starting on the Flanagan South Pipeline on August 7, 2013.
Rick Howard, Maintenance, arrived to discuss the boiler inspections at the Huntsville and Moberly Courthouses. Mr. Howard reported the Huntsville Courthouse boiler passed inspection but the Moberly Courthouse boiler did not. He will get an estimate on the cost of repairs needed for it to pass inspection.
County Clerk Will Ellis arrived to present a document for signature from City Bank concerning ACH Access. Com. Wilcox made a motion to authorize Com. Carter’s signature on the documents. Com. Crutchfield seconded, motion passed (3-0), and the document was signed.
Clerk Ellis confirmed with the Commission that the public hearing to set the tax levy for 2013 is scheduled for August 15, 2013 at 11:00 a.m. Clerk Ellis presented the estimated 2013 tax levy to send to the Missouri State Auditors to review and certify for General Revenue and Road and Bridge. Following review, Com. Crutchfield made a motion to authorize Com. Carter’s signature on the document. Com. Wilcox seconded, motion passed (3-0), and document was signed.
Clerk Ellis reported discussion with Circuit Judge Scott Hayes on the possible removal of one fax line and one land line from the Moberly Courthouse provided by AT&T that are not being used as a cost saving measure. Commissioners will look into it.
10:00 a.m. Karla Voss, Health Educator; Brooke Gipson, Clinic Supervisor and Health Promotion Supervisor; and Ross McKinstry, Randolph County Health Department Administrator, arrived to discuss the Breathe Easy Moberly project.
Commissioners reviewed payroll expenses. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
11:00 a.m. Commissioners received fuel bids from the following: MFA Oil at $3.239; Wright’s Oil bid at $3.24; and Brownfield Oil bid at $3.168. Following review, Com. Wilcox made a motion to accept the bid from Brownfield Oil at $3.168. Com. Crutchfield seconded, motion passed (3-0), and the companies were notified.
Commissioners reviewed official minutes from July 16, 2013; July 18, 2013; July 23, 2013; and July 25, 2013.
Com. Crutchfield received a call from Jim Stone, Letts Van Kirk & Associates a sole source provider, to discuss the chopper pump being rebuilt. Mr. Stone indicated if Rick Howard had not taken care of the pump it would have not lasted this long. During evaluation of the pump to be rebuilt, additional work was required to return the pump to new. The original bid for rebuild was $6900. With rewinding and new bearings, the added cost is $2126. A new pump would cost approximately $14,700. Following discussion, Com. Crutchfield made a motion to accept the additional costs of $2126 for a total rebuild cost of $9026. Com. Wilcox seconded and motion passed (3-0).
Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
Tim Remole returned a call to Com. Carter to discuss resurfacing the kitchen floor area in the Justice Center. He indicated he would send in a bid for the project on Thursday.
1:00 p.m. Jeff Horstmeier, Co-Owner at Elk Creek Golf Club, arrived to discuss future development plans there. Corey Mehaffy, MAEDC, joined the meeting by telephone.
Com. Wilcox contacted Lori Petersen, Consolidated Correctional Food Services, to discuss food services at the Justice Center.
3:00 p.m. Commissioners received the following bid for the drainage project at the Justice Center in the recreation area: Albright Construction in the amount of $4000. Following review, Com. Wilcox made a motion to accept the bid from Albright Construction. Com. Crutchfield seconded, motion passed (3-0), and Albright Construction was informed.
Commissioners received a call from Adair County Commissioners to discuss the upcoming Northeast East County Commission and Clerks Conference in October.
Commissioners reviewed minutes from July 30, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).
Ted Sander returned a call to the Commissioners to discuss CR 1450 and the Elk Creek Golf Club.
Commissioners handled correspondence.
4:00 p.m. Meeting was adjourned.
