RANDOLPH COUNTY COMMISSION MINUTES
Thursday, August 8, 2013

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner, Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).

Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues. Also discussed was the belly dump trailer that is being wired today. Mr. Herron reported the underwater bridge inspection of the Sugar Creek causeway bridge was completed. No problems were found.

Com. Crutchfield and Com. Wilcox caught and released a starling in the Commission office. It is believed to have entered through a crack in the building.

Commissioners reviewed election expenses. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.

Commissioners reviewed invoices for payment. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Wilcox seconded, motion passed (3-0), and checks were signed.

Commissioners received notice that following the biannual insurance inspection of the Moberly Courthouse boiler that a boiler tube had failed and needed replacement to pass inspection. Following discussion, Com. Wilcox made a motion to accept the repair bid from Solomon Boiler Works in the amount of $2305. Com. Crutchfield seconded and motion passed (3-0).

10:20 a.m. Virgil Thurston, Regional Catering, arrived to discuss food services at the Justice Center.

Recorder Mark Price arrived to present a maintenance agreement for renewal from Pro-Tech Company for his offices printer/copier. Following review, Com. Crutchfield made a motion to authorize Com. Carter’s signature on the document. Com. Wilcox seconded, motion passed (3-0), and document was signed.

Com. Carter received a call from Sheriff Mark Nichols to discuss food services at the Justice Center.

Com. Carter received a call from a NECAC representative requesting a letter of support for upcoming grant applications. Com. Carter indicated she would provide a letter.

Commissioners reviewed court orders in the matter of erroneous assessments. Following review, Com. Wilcox made a motion to approve assessments. Com. Crutchfield seconded, motion passed (3-0), and court orders were signed.

Commissioners received a call from Aaron McVicker, SKW, to discuss progress on the CR 2580 BRO bridge replacement project.

Commissioners reviewed minutes from August 1, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).

Commissioners reviewed minutes from August 6, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).

2:05 p.m. Citizen Phil McCarty stopped in to discuss the Enbridge Flanagan South Pipeline project with Commissioners.

Commissioners handled correspondence.

3:05 p.m. Tim Remole arrived to present his bid for resurfacing the kitchen floor area in the Justice Center.

3:30 p.m. Meeting was adjourned.
