RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, December 31, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (3-0).
County Clerk Will Ellis reported that the Chariton Valley phone system was down at the Huntsville Courthouse and the Justice Center yesterday for 5 ½ hours.
Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues.
Ron Gillett, Enbridge Flanagan South Pipeline, stopped in to discuss CR 1660 with the Commission.
Burl Bowen and Darryl Hansen stopped in to say hello to the Commission, compliment the road crew in their area and request improvements to the CR 2940 and Route B intersection. Commissioners will pass on the request to MODOT.
Sheriff Mark Nichols arrived to present a contract for review and approval between the Missouri Sheriff’s Association and Randolph County Sheriff’s office for an upgraded computerized record keeping system. Commissioners will forward the contract for legal review.
Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve these payments. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
Former Public Administrator Martha Creed stopped in to deliver copies of her final settlement reports for budget year 2013. These are associated with wards Mrs. Creed was responsible for during her term of office and continues to be until final disposition is made on each case as per state statute.
County Clerk Will Ellis arrived to discuss upgrades to the county website and discuss 2013 budget transfers.
11:00 a.m. Weekly fuel bid was awarded to Brownfield Oil at 3.109. MFA Oil bid at 3.139. No bid was received from Wright’s Oil.
Com. Carter contacted Brandon Lucas, Fusion Technologies, to discuss the county website. On January 14, 2014, they will meet with Brandon Lucas and Randaal Weidnaar to discuss an updated county website.
12:20 p.m. Com. Carter recessed the regular meeting for lunch.
1:20 p.m. Com. Carter reconvened the regular meeting.
Commissioners reviewed payroll expenses. Following review, Com. Wilcox made a motion to approve these expenses. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
Commissioners reviewed minutes from December 26, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).
Emergency Management Director Robert Creed arrived to report that the county will be receiving the first quarter EMPG grant funds for 2013.
Huntsville resident Janet Reynolds stopped in seeking information concerning funding for upkeep of the Old Hickory Cemetery.
3:15 p.m. Commissioner reviewed the final 2013 budget transfers. Following review, Com. Wilcox made a motion to approve the following General Revenue transfers to supplement operational costs: to the Justice Center fund $496,121.15 and to the 911 Fund $3,874.19. Com. Crutchfield seconded and motion passed (3-0).
Commissioners reviewed a transfer check in the amount of $15,232.50 from account BRO-BO88 (22) to account BRO-BO88 (21) to correct an accounting error. Following review, Com. Wilcox made a motion to approve the transfer. Com. Crutchfield seconded, motion passed (3-0), and the check was signed.
County Clerk Will Ellis arrived to report the county’s General Revenue fund balance will be $740,031.99 following closure of the 2013 books. This amount reflects an increase of 8.12% or $55,622.40 over last year’s reserve balance.
Commissioners handled correspondence.
4:30 p.m. Meeting was adjourned.
