RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, February 11, 2014

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).

Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues.

Commissioners reviewed the Commerce Bank Trust statements for the Justice Center lease certificates.

Com. Crutchfield reported on his Transportation Advisory Committee Initiative Position Committee meeting in Perry Monday afternoon.

Commissioners received a call from LouAnn Rongey, Area Specialists at the United States Department of Agriculture, to inform the Commission that they had developed an approved plan for USDA to be able to finance the proposed county administrative building.

Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.

Commissioners signed official minutes from January 16, 2014; January 21, 2014; January 23, 2014 and January 28, 2014.

County Clerk Will Ellis arrived to report on the progress of the claim filed to repair and cleanup the water damage in the Moberly Courthouse. Clerk Ellis reported an Environmental Cleanup Specialist would arrive to instruct the county on proper cleanup.

Com. Crutchfield received a call from Ron Gillett, Enbridge Flanagan South Pipeline, who reported Enbridge was going to start hydro testing the pipeline from the west county line east to CR 1150.

Commissioners received a call from Steve Barnes, Boone Construction, to discuss the progress on the CR 2580 BRO-BO88 (22) bridge replacement project. He was told the Commission was still waiting on Kansas City Southern Railroad to approve the final Grade Separation Agreement for the bridge.

Commissioners reviewed court orders in the matter of erroneous assessments that were presented to the County Commission by Collector Shiela Miller. Following review, Com. Crutchfield made a motion to approve the erroneous assessments. Com. Wilcox seconded, motion passed (3-0), and court orders were signed.

Com. Crutchfield contacted Tom Sanders, City of Moberly Director of Public Works, to discuss his willingness to serve on the Transportation Advisory Committee.

Com. Wilcox made a motion nominating Tom Sanders as a Randolph County representative to the TAC Board. Com. Crutchfield seconded and motion passed (3-0).

11:00 a.m. Weekly fuel bid was awarded to Brownfield Oil at 3.179. A bid was received from MFA Oil at 3.184. No bid was received from Wright’s Oil.

Commissioners reviewed minutes from February 6, 2014. Following review, Com Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).

Com. Crutchfield made a motion to reappoint Com. Wilcox to the Randolph County Extension Council. Com. Carter seconded and motion passed (3-0).

Commissioners contacted Attorney Ivan Schraeder to discuss the proposed county administration building.

Com. Wilcox contacted Ryan Johnson, Director of Sales and Marketing at Chariton Valley, to discuss producing an informational video for the proposed county administration building.

Commissioners reviewed the final burn ban ordinance. Following review, Com. Wilcox made a motion to approve the burn ban ordinance. Com. Crutchfield seconded and motion passed (3-0).

County Clerk Will Ellis arrived to present the 2013 financial statement. Following review, Com. Wilcox made a motion to approve the 2013 financial statement. Com. Crutchfield seconded, motion passed (3-0), and the document was signed.

2:30 p.m. Com. Carter left the regular meeting and Com. Crutchfield acted as the Presiding Commissioner.

Commissioners discussed possible dates for public meetings concerning the proposed county administration building.

Commissioners handled correspondence.

4:00 p.m. Meeting was adjourned.
