RANDOLPH COUNTY COMMISSION MINUTES
Thursday, February 14, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (3-0).
Commissioners reported on a meeting at Jefferson City on February 7 during their CCAM training, with Katie Lange, Flanagan South Pipeline Project, to review the construction schedule upcoming in Randolph County.
Pollyann Nicholson, Randolph County Sheltered Industries, stopped in to visit with Commissioners about recycling and operations at the sheltered workshop.
A Representative from Springfield Grocer Company stopped in to inquire about food service at the Randolph County Justice Center.
County Clerk Will Ellis arrived for the Commissioners signatures on the 2012 financial statement to be published in the Moberly Monitor Index per statutory requirement.
Commissioners presented their Certificates of Training to the County Clerk following completion of their mandatory annual training in Jefferson City last week.
Com. Crutchfield and Com. Carter reported on their attendance at the League of Women Voters Tuesday night to discuss the use tax issue which has been placed on the April ballot.
County Clerk Will Ellis arrived to discuss the February sales tax receipts. The projected 2013 amount for February was 88,690.19; the actual amount for 2013 is 96,329.33; and the difference being 7,639.14; receipts-to-date are 198,802.99.
Commissioners reported being invited to the Open House Ribbon Cutting for ICAN on February 28.
Commissioners reviewed minutes from January 29, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).
10:00 a.m. Larry Hart and Kelly Liermann, L.J. Hart & Co., arrived to discuss refinancing the Justice Center bonds. Three options were presented. Following review, Com. Wilcox made a motion to adopt the Level Savings Solution (Option 2). Com. Crutchfield seconded and motion passed (3-0). Option 2 would provide $322,687 savings to the county over the life of the bonds.
11:40 a.m. Bill Truitt, EPM, stopped in to say hello to the Commission.
Com. Carter returned a call to Chariton County Clerk Susan Littleton who requested information to be forwarded to her concerning the Northeast Missouri Commissioners meeting to be held in Chariton County March 13.
Commissioners reviewed minutes from January 31, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).
Commissioners reviewed minutes from February 5, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).
1:00 p.m. Lori E. Petersen, Consolidated Correctional Food Service, arrived to discuss food service for the jail with the Commissioners.
1:20 p.m. Com. Carter recessed the regular meeting so Commissioners along with Lori Petersen could inspect the jail kitchen area.
2:00 p.m. Commissioners returned to the Huntsville Courthouse and convened the regular meeting. Com. Carter reported on having met with Sheriff Mark Nichols and Chief Jailer Randy Smith to discuss food service operations and inspect the kitchen area. Lori Petersen will present Commissioners with a proposal for food service for the jail at a later date.
Commissioners reviewed court orders in the matter of erroneous assessments. Following review, Com. Wilcox made a motion to approve these court orders. Com. Crutchfield seconded, motion passed (3-0), and assessments were signed.
Commissioners reviewed invoices for payment. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Wilcox seconded, motion passed (3-0), and checks were signed.
Commissioners contacted Rick Howard, Maintenance, to discuss repairs needed in the kitchen area in the jail at the Justice Center. Also discussed was an estimate received from Solomon Boiler Works concerning the annual backflow preventer with testing for the boilers at the Moberly Courthouse and Huntsville Courthouse. Mr. Howard indicated that Heddinghaus Sheet Metal has still not arrived to caulk the roof around the air conditioning unit at the Huntsville Courthouse.
Com. Crutchfield left a message for Freddie Malicoat, Malicoat-Winslow Engineers, requesting information on obtaining additional bids for purchase of a new backup chopper pump at the Justice Center.
3:00 p.m. Commissioners contacted Road and Bridge Supervisor Mike Rogers to discuss the tractor and boom hog being purchased. Also discussed was the possibility of soliciting bids for a gravel trailer for the Road and Bridge Department.
Commissioners received a call from Rick Howard, Maintenance, who reported Heddinghaus Sheet Metal had repaired the roof at the Huntsville Courthouse where the leak was.
Commissioners reviewed the following bids which had been solicited for the tractor and boom mower with a reversible ditcher: WM. Nobbe and Company Inc, in the amount of $81,665.59; Schweissguth Brothers Inc, in the amount of $70,199; and Sydenstricker, in the amount of $101,000. Com. Wilcox made a motion to accept the bid from Schweissguth Brothers Inc for a 2012 John Deere 6330 standard tractor and a 20 foot diamond boom mower with reversible ditcher off of the state bid for those items.
3:35 p.m. Com. Wilcox left the regular meeting to attend to a funeral.
Commissioners handled correspondence.
4:00 p.m. Meeting was adjourned.
