RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, February 18, 2014
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).
Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues.
Commissioners presented their Certificates of Completion of mandatory training in accordance with RSMo 49.082(3) to County Clerk Will Ellis.
Commissioners reviewed invoices for payment. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Wilcox seconded, motion passed (3-0), and checks were signed.
10:00 a.m. Michael Purol and Matt Walker, Poepping Stone Bach &Associates Inc.; Ron Watts, MODOT; Steve and Shari Barnes and David Dougherty, Boone Construction Company; Craig Brown, Bleigh Construction; Darrin Sharp, Sharp Excavating, LLC; and County Clerk Will Ellis arrived for the opening of construction bids for the CR 2660 BRO-BO88 (21) bridge replacement project. The following bids were received: Bleigh Construction Company in the amount of $259,301.50; Sharp Excavating LCC in the amount of $243,011.50; C & C Bridge and Concrete in the amount of $293,753.75; Chester Bross Construction Company in the amount of $271,912.00; BRS Construction in the amount of $277,637.00; and Boone Construction in the amount of $294,526.50. Commissioners will review and announce a decision next week.
10:30 a.m. Weekly fuel bid was awarded to Wright’s Oil at 3.187. Other bids received were MFA Oil at 3.261 and Brownfield Oil at 3.198.
Com. Wilcox reported that he and County Clerk Will Ellis met with Mike Haymark, GNC Adjusting Services (Adjusters for MOPERM), and Nick Fortner, Environmental Inspector at Nick’s Inspection Services, to discuss the water damage in the basement of the Moberly Courthouse and plans for cleanup.
Commissioners contacted Chariton Valley to discuss programming opportunities through its Community Access Channel.
Commissioners signed the “Contract for Work Done” for hauling gravel for the City of Higbee.
Commissioners received a call from Aaron McVicker, SKW, to discuss the CR 2580 BRO-BO88 (22) bridge replacement project. The project is still on hold waiting KCS Railroad’s approval of the final bridge design and Grade Separation Agreement.
County Assessor Richard Tregnago arrived to present the service contract with Ricoh Americas Corporation. Following review, Com. Wilcox made a motion to approve the service contract and authorize Com. Carter’s signature on the document. Com. Crutchfield seconded, motion passed (3-0), and the document was signed.
The Commission received the final signed renewal agreement with the Missouri Department of Conservation for reimbursement for road rock on county roads within the Rudolph Bennitt Conservation Area in Randolph County.
Commissioners received a call from Rick Howard, Maintenance, to discuss the water damage at the Moberly Courthouse.
1:00 p.m. Vernon and Betty Umphenour stopped in to say hello to the Commission.
Com. Wilcox received a call from Al Scheppers Motors inquiring about bidding on a new dump truck for the Road and Bridge Department.
Com. Crutchfield received a call from Ron Gillett, Enbridge Flanagan South Pipeline, who reported Enbridge was going to be hydro testing the pipeline from CR 1150 to the eastern county line.
Commissioners set the dates for the public meetings concerning the proposed county administration building. The dates are as followed: Tuesday, March 11, 4:00 p.m. – 6:00 p.m. at the Huntsville Courthouse; Saturday, March 15, 10:00 a.m.- 12:00 noon at the Moberly Courthouse; Tuesday, March 18, 4:00 p.m.-6:00 p.m. at the Moberly Courthouse; and Saturday, March 22, 10:00 a.m. – 12:00 noon at the Huntsville Courthouse.
Commissioners reviewed minutes from February 11, 2014. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).
Commissioners contacted Randal Weidenaar to discuss producing an information video for the proposed county administration building.
Commissioners handled correspondence.
4:00 p.m. Meeting was adjourned.
