RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, February 19, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk. Eastern District Commissioner Wayne Wilcox was out of town on Boone Electric Cooperative business.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (2-0).
Commissioners received notice from Chariton County that the Northeast Commissioners and Clerks Association spring meeting will be held March 13 in Brunswick at the American Legion.
9:40 a.m. Road and Bridge Supervisor Mike Rogers arrived to discuss road maintenance issues. Also discussed was the possible purchase of a gravel trailer for the road and bridge department. Mr. Rogers indicated he would check on fuel needs for next week’s bid.
9:55 a.m. Greg Williams, Connell Insurance Inc., stopped in to discuss county insurance needs.
Commissioners received notice from the Moberly School District that the district had been approved for a junior ROTC program. The program is scheduled to be implemented at the beginning of the 2013-2014 school year.
9:30 a.m. Com. Wilcox called to check in.
Com. Crutchfield contacted Kim with Mid-Missouri Limestone Inc. who indicated she would send a bid proposal for prepaid rock purchases at the Commission’s request.
James Ellison, Retirement Plan Counselor at Great-West Financial, stopped in to discuss retirement plans.
Commissioners reviewed invoices for payment. Following review, Com. Crutchfield made a motion to approve invoices as presented. Com. Carter seconded, motion passed (2-0), and checks were signed.
Com. Crutchfield contacted Rick Howard, Maintenance, to discuss a bid proposal for a new chopper pump at the jail. It was agreed to solicit additional bids from other companies.
1:15 p.m. County Clerk Will Ellis presented a letter of acknowledgement for the Presiding Commissioner to sign in support of the Northeast R-IV Fire District’s application for a federal grant. Following review, Com. Crutchfield made a motion to authorize Com. Carter’s signature on the document. Com. Carter seconded and motion passed (2-0).
Art Sumpter, NAPCO, stopped in to discuss a prepaid rock purchase with the Commission.
Deputy Clerk Shelby Creed informed the Commission that the county had met the requirements for reimbursement for maintenance within the Rudolf Bennitt Conservation Area. Com. Carter will contact the Missouri Department of Conservation to discuss how to apply for reimbursement of funds.
Commissioners received a call from Rick Howard, Maintenance, who reported the EPM communication box had failed for the third time this year. Commissioners will contact EPM. Commissioners reported to Mr. Howard that the water drip above the Assessor’s door had been fixed.
Com. Crutchfield received a call from Road and Bridge Supervisor Mike Rogers requesting 3,000 gallons of fuel for this week’s bid. Commissioners will solicit this bid on February 21, 2013.
Com. Wilcox called to check in.
Commissioners handled correspondence.
4:00 p.m. Meeting was adjourned.
