RANDOLPH COUNTY COMMISSION MINUTES
Thursday, February 20, 2014
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).
Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues. Mr. Herron reported the new motor grader would be delivered on Monday, February 24.
Rick Howard, Maintenance, arrived to discuss maintenance issues. Mr. Howard reported Solomon Boiler Works will be conducting the annual backflow preventer tests on the two county boilers.
Com. Crutchfield received a call from Dave Gass, Altorfer Machinery, to confirm delivery of the new motor grader next Monday.
Com. Wilcox received a call from a resident requesting additional rock on CR 1870. Com. Wilcox will pass this along to the Road and Bridge Department.
Sheriff Mark Nichols arrived to discuss office operations. Sheriff Nichols reported the insurance adjuster determined the Sheriff Deputy’s vehicle that was involved in a recent accident was totaled and a second vehicle has reached its useful life. The Sheriff’s Department has found two replacement vehicles in the state surplus pool. Following discussion, Com. Wilcox made a motion to approve the purchase of the two replacement vehicles. Com. Crutchfield seconded and motion passed (3-0). The cost of the two replacement vehicles will be shared between the Sheriff’s Fund, Concealed Carry Weapons Fund and General Revenue Fund.
County Clerk Will Ellis arrived to report City of Huntsville trash pickup will be handled by AAA Waste Management Inc. beginning April 1 for the Justice Center, Road and Bridge Department, and the Huntsville Courthouse.
Com. Crutchfield received a call from Joe Hemphill, Woolpert Construction, contractor for AmerenUE, to discuss Road Use Contracts for possible damages to county roads affected by the ‘Thomas Hill to Adair Construction Project’.
10:00 a.m. Amber Burnam, Municipal Market Manager at Advanced Disposal, arrived to discuss recycling and trash pickup operations within the county.
Com. Crutchfield received a call from Ron Gillett, Enbridge Flanagan South Pipeline, who reported the previously scheduled hydro testing from CR 1150 to the eastern county line by Enbridge has been postponed until Saturday.
Commissioners signed the official minutes from January 30, 2014; February 4, 2014; February 6, 2014; and February 11, 2014.
Commissioners reviewed invoices for payment. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Wilcox seconded, motion passed (3-0), and checks were signed.
11:30 a.m. Com. Carter recessed the regular meeting so Commissioners could attend the annual Soil and Water District Customer Appreciation luncheon and training session at the Lodge in Rothwell Park.
12:30 p.m. Commissioners returned to the Huntsville Courthouse and Com. Carter reconvened the regular meeting.
1:00 p.m. James Walker, Director of Corporate Relations for Chariton Valley, arrived to discuss public access programming to inform the public about the upcoming Proposition: County Facility Consolidation.
Commissioners received a call from the Audrain County Commission to discuss ongoing legislative issues.
Com. Carter contacted Richard Allen, Missouri Department of Natural Resources, on behalf of the City of Clark to discuss the possibility of Clark hosting a scrap tire cleanup.
Treasurer Penny Henry arrived to present the invoice for approval and disbursement of money from the Moberly Road and Bridge account.
3:15 p.m. Jennifer Wilson, nForm Architecture, arrived to discuss the proposed county administration building.
Commissioners handled correspondence.
4:00 p.m. Meeting was adjourned.
