County Commission Minutes

Thursday, February 21, 2013

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (3-0).

County Clerk Will Ellis arrived to report he had just received an invoice from the Moberly Monitor Index that the cost to publish the 2012 Financial Statement as required by law had been raised to $9,000 from last year’s costs of $1,288.

Com. Carter contacted the neighboring counties to compare publishing costs for the 2012 Financial Statement and plan to protest the $9,000 invoice. Counties contacted were: Macon, Audrain, Adair, Livingston, and Linn.

County Clerk Will Ellis arrived to present the IRS Internal Audit Refunds for review and signature by Commissioners.

Commissioners contacted Road and Bridge Supervisor Mike Rogers to discuss fuel needs for the impending major snow event and authorized him to instruct his grader operators to take home the graders in order to clear county roads due to large amounts of snow forecasted.

Commissioners received a call from Sheriff Mark Nichols checking in to see if the County Courthouse will be closing early due to the snow. He was informed the Commission was going to keep the courthouse open and dismissal of personnel would be left up to department heads.

Com. Crutchfield contacted Wright’s Oil, Brownfield Oil, and MFA Oil to request a fuel bid in the amount of 3,000 gallon to be submitted by 1:00.

Com. Carter made a motion to close the county offices at noon due to snow, with the exception of the Justice Center, as the Circuit Judge is keeping it open to hold court. Com. Wilcox seconded and motion passed (3-0). The media was notified.

Com. Crutchfield left a message with Clay Joiner, Superintendent of the Randolph County Ambulance District, and 911 Dispatch with the Road Supervisor’s phone number to be used in case of emergency.

Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.

Com. Wilcox contacted Ted Sander, Moberly Special Road District Chairman, to review joint operations to be observed during the snow storm.

Road and Bridge Supervisor Mike Rogers stopped in to check with the Commission.

1:00 p.m. Commissioners received fuel bids from MFA Oil, Wright’s Oil, and Brownfield Oil for 3,000 gallons of fuel. MFA Oil bid at 3.431; Wright’s Oil bid at 3.46; Brownfield Oil bid at 3.439. Com. Wilcox made a motion to accept the bid from MFA Oil. Com. Crutchfield seconded and motion passed (3-0).

Commissioners received a call from Brandon Lucas, Fusion Technology, to cancel the meeting with Commissioners due to inclement weather.

County Clerk Will Ellis arrived to inform Commissioners that following presentation of information received from other counties regarding publishing costs of the county financial statement, Monitor Index had agreed to reduce the counties fee to last year’s cost.

1:30 p.m. Meeting was adjourned due to the snow storm.
