RANDOLPH COUNTY COMMISSION MINUTES
Thursday, February 28, 2013

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (3-0).

Commissioners contacted Rob Spangler, Mechanic for the Road and Bridge Department, to discuss snow removal. Mr. Spangler also reported there had only been one break down due to an electrical problem which has been repaired. Commissioners also reported on a call from Donna Burns, CR 1120, who reported snow piled up on the railroad tracks at that intersection.

Road and Bridge Supervisor Mike Rogers returned a call to Commissioners to discuss snow removal operations within the county.

Commissioners reviewed minutes from February 14, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).

Com. Carter received a call from Andrew Goldschmidt, NACO, concerning county membership.

Com. Carter reported the meeting with the City of Moberly has been rescheduled for Wednesday, March 13, at 7:00 p.m.

Commissioners reviewed minutes from February 19, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).

Com. Crutchfield received a call from Greg Wilson expressing appreciation for snow removal work completed by county road crews in the north central part of the county.

Commissioners reviewed invoices for payments. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Wilcox seconded, motion passed (3-0), and checks were signed.

11:00 a.m. Kelly Lierman, LJ Hart, arrived to present documents for approval and signature concerning for the Justice Center bond refinancing. County Clerk Will Ellis was also present.

Commissioners reviewed the following resolution: Approving the sale and delivery of lease refunding certificates of participation in the aggregate stated principal amount not to exceed $2,380,000, in order to provide funds, together with other funds provided by the county, to prepay, in advance of their maturities, $2,305,000 principal amount of the county’s leasehold revenue bonds (Randolph County Justice Center Project) series 2004; authorizing the use of $400,000 from the debt service reserve fund for the series 2004 bonds to prepay the April 1, 2020 maturity of those bonds; authorizing certain documents in connection with the execution and delivery of said certificates; and authorizing certain other actions in connection with the execution and delivery of said certificates. Following review, Com. Wilcox made a motion to approve the resolution and authorize Com. Carter’s signature on said document. Com. Crutchfield seconded, motion passed (3-0), and the resolution was signed.

Ms. Lierman also presented for approval and signature, additional documents in support of the refinancing of the bonds. Following review, Com. Wilcox made a motion to approve and authorize Com. Carter’s signature on the documents. Commissioners then reviewed a fee agreement for Trustee, Paying Agent and Registrar Services with The Commerce Trust Company, Acceptance and Set-up Fee is $1,000; and the annual administration fee is $1,500; the one time escrow fee is $500. Com. Crutchfield seconded and motion passed (3-0). The county had been paying $2000 annually for this service.

Commissioners reviewed minutes from February 21, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).

11:45 a.m. Com. Wilcox left the regular meeting.

Former Representative Randy Asbury called to visit with Commissioners.

12:00 p.m. Com. Carter recessed the regular meeting for lunch.

12:30 p.m. Com. Carter reconvened the regular meeting.

Com. Carter received a call from Mike Minor, Presiding Commissioner of Monroe County, concerning maintenance on a border road shared by the counties.

Art Sumpter, Norris Quarries LLC, stopped in responding to an inquiry by the County Commission for a discount on prepaying county road rock. Mr. Sumpter on behalf of Norris Quarries offered a 4% discount for pre purchase of $150,000 of road rock for 2013.

Commissioners received a call from Road and Bridge Supervisor Mike Rogers to discuss snow removal and county operations.

2:30 p.m. Coroner Gerald Luntsford and Public Administrator Mary Jo Colley arrived to discuss an indigent burial and disposition of the personal property.

Com. Wilcox called to check in.

4:00 p.m. Meeting was adjourned.
