RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, February 4, 2014

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner and Jerry Crutchfield, Western District Commissioner.

9:00 a.m. In the absence of Deputy Clerk Shelby Creed, Com. Carter recorded the minutes. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (2-0).

Commissioners issued a press release announcing that Randolph County offices and Courts would close at noon today and remain closed Wednesday due to the severe snow storm.

Howard County Presiding Commissioner Lowell Eaton called to discuss the snowstorm and closing the courthouses.

Commissioners reviewed invoices, payroll expenses and jury script for payment. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Carter seconded and motion passed (2-0).

Following review, Com. Crutchfield made a motion to approve the Assessor’s Quarterly Report for reimbursement and authorize Com. Carter’s signature on the document. Com. Carter seconded, motion passed (3-0), and document was signed.

Com. Carter contacted Rick Howard, Maintenance, to discuss snow removal operations for the county buildings.

10:00 a.m. County Clerk Will Ellis arrived to present two bids for purchase of new election equipment to be opened and reviewed. Bid 1: Henry M. Adkins & Son in the amount of $116,130.00 for 29 machines; Bid 2: Dominion Voting in the amount of $97,500.00 for 15 machines. Following review and discussion Mr. Ellis recommended accepting the bid from Adkins. Mr. Ellis reported that the first weekend with Consolidated Food Service supplying meals to the jail went very well.

Commissioners reported on the extensive water damage to a basement room at the Moberly Courthouse discovered last Thursday due to a leak in a radiator steam pipe that had been hidden behind a false wall. Solomon Boiler Works was called to isolate and shut off the leaking pipe. Specialized cleanup will be needed and insurance adjusters have been contacted.

11:00 a.m. Weekly fuel bid was awarded to MFA (3.106); Brownfield Oil (3.189); Wright’s Oil- no bid.

Due to Com. Wilcox’s absent, adoption of the burn ban ordinance will be delayed until next Tuesday.

Under correspondence, Commissioners received a thank you note from the Pachyderm Club for speaking at their meeting last week. The topic was information concerning the proposed administration building.

12:00 p.m. Meeting was adjourned.
