RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, February 5, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.
9:30 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (3-0).
Road and Bridge Supervisor Mike Rogers arrived to discuss road maintenance issues. Mr. Rogers reported on unapproved trenching being done by a private citizen on CR 2865 to put in a private water line. Com. Crutchfield contacted the Sheriff’s Department requesting a Deputy be sent to investigate the damage to county property. Also discussed was a MODOT lease return tractor as an alternative to bidding a new tractor for the boom hog for the Road and Bridge Department.
Commissioners received a call from Attorney Ivan Schraeder to discuss needed revisions to the agreement with LJ Hart & Co. for refinancing the bonds at the Justice Center.
Com. Wilcox made a motion to authorize Com. Carter’s signature on the autopsy contract with University of Missouri Department of Pathology and Anatomical Sciences for the year 2013 in the amount of $11,700. Com. Crutchfield seconded and motion passed (3-0).
Commissioners reviewed erroneous assessments. Following review, Com. Wilcox made a motion to approve these assessments. Com. Crutchfield seconded, motion passed (3-0), and assessments were signed.
Commissioners signed the proclamation declaring the week of February 4, 2013 Thank a Farmer Week.
Commissioners signed official minutes from January 10, 2013; January 15, 2013;
Commissioners reviewed payroll expenses. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Wilcox seconded, motion passed (3-0), and checks were signed.

11:30 a.m. Sheriff Mark Nichols arrived to present the proposed service agreement with SAFRAN for the electronic fingerprinting equipment for Commissioners review. Com. Wilcox made a motion to authorize the Sheriff to enter into the service agreement with SAFRAN. Com. Crutchfield seconded and motion passed (3-0).
Sheriff’s Deputy Aaron Wilson arrived to report on the complaint filed with the Sheriff’s Department concerning trenching in the middle of CR 2865. Commissioners requested that he contact the parties responsible asking them to meet with the County Commission at 2:00.
Com. Crutchfield received a call from Mike Bargar with an inquiry about closing an unmaintained county road, which is an extension of Wall Street in the City of Clark. He was referred to the county website to review the Road and Bridge policies.
Com. Wilcox left a message with Kevin Smith, farm operator of the property serviced by the unmaintained county road at the end of Wall Street in the City of Clark inquiring if he had objections to closing that road.
Com. Wilcox returned a called to Terry Harpster, Harpster Equipment, confirming the contract bid price from last year of a Rhino Flex Nitro 162 Rotary Cutter in the amount of $20,507. Com Wilcox made a motion to purchase the equipment. Com. Crutchfield seconded and motion passed (3-0).
12:00 p.m. Com. Carter left the regular meeting. In her absence, Com. Wilcox was appointed to act as Presiding Commissioner.
Com. Wilcox contacted Thomas Hill Water District to report their meter base on CR 2865 had been removed.
Com. Crutchfield contacted Chuck Kendrick, J.F. Roling Equipment Company in Salisbury, to solicit a bid for a tractor and a boom hog.
1:00 p.m. Com. Wilcox recessed the regular meeting so Commissioners could present the proclamation proclaiming the week of February 10 ‘Thank a Farmer Week’ to members of the Randolph County Farm Bureau.
1:20 p.m. Commissioners returned to the Huntsville Courthouse and Com. Wilcox reconvened the regular meeting.
Commissioners received a call from Road and Bridge Supervisor Mike Rogers to discuss the settlement of damages for trenching on CR 2865 and his suggested remedy to the landowner’s problem with their water line.
2:00 p.m. The landowner and her son appeared before the Commission concerning trenching and installation of a water line on CR 2865. They requested use of the first approximately 385 feet of the county right of way on the north side of CR 2865 to install a water line. From their meter they have the right to cross the road to the north and then on the north side of the road go west until the water line will cross the road as the road turns back to the north. Com. Crutchfield made a motion to allow the family to use the county right of way to install a private water line. Com. Wilcox seconded and motion passed (2-0). It was decided that 30 tons of gravel would be bought by the family at $7.90 a ton, in the amount of $237 satisfying any claims for damages to CR 2865 that the county would have.
Commissioners contacted Larry Hart, LJ Hart & Co., to discuss revisions to the agreement for refinancing the Justice Center bonds, with the final contracts to be presented for signing during County Commissioner training in Jefferson City.
3:00 p.m. Steve Nuhn and John Brown, Hollis + Miller Architects, arrived to discuss county facilities.
3:45 p.m. County Clerk Will Ellis arrived to report that he had received a check in the amount of $237 for damages for trenching.
4:00 p.m. Meeting was adjourned.
