<p><strong> </strong></p>
<p>The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.</p>
<p><strong>10:00 a.m.</strong> Com. Carter called the meeting to order and moved approval of the agenda with one addition: Commissioners will be attending the National Day of Prayer ceremony at the Moberly City Hall at noon. Com. Crutchfield seconded and motion passed (3-0).</p>
<p>Commissioners reported receiving a call from Collie Paine, CR 2980, to discuss accumulated rock in ditches on her road as well as an exposed Century Link cable. This information will be passed along to Road and Bridge Supervisor Mike Rogers.</p>
<p>Com. Carter contacted Brandon Lucas, Fusion Technology, to check on the internet service at the Justice Center.</p>
<p>Com. Carter reported that she and Com. Crutchfield attended an Emergency Management meeting at the Randolph County Health Department this morning.</p>
<p>Commissioners reported receiving an invitation from NECAC to attend a reception in observance of National Community Action Month on May 16 at the Moberly offices.</p>
<p>Commissioners signed official minutes from April 24, 2012 and April 26, 2012.</p>
<p>Commissioners signed the Proclamation in observance of Children’s Mental Health Day.</p>
<p>Com. Carter returned a call to Charlie Zitnik, D.A. Davidson &amp; Co., to schedule a meeting on May 15.</p>
<p>Commissioners reviewed minutes from May 1, 2012. Following review, Com. Crutchfield made a motion to approve these minutes. Com Wilcox seconded and motion passed (3-0).</p>
<p><strong>11:45 a.m.</strong> Com. Carter recessed the regular meeting so Commissioners could attend the National Day of Prayer ceremony at the Moberly City Hall at noon.</p>
<p><strong>2:00 p.m.</strong> Commissioners returned to the Huntsville Courthouse and Com. Carter reconvened the regular meeting. Commissioners reported on a visit to the Moberly Courthouse where they inspected the books and shelves to be moved to the Circuit Clerk’s storage unit. Additionally they reported traveling to CR 1365/1330 in response to residents’ request to clear corners there for safety concerns. Commissioners were informed that Aaron McVicker, SKW, would be arriving at 2:30 to present the engineering contract for the CR 2580 bridge replacement project.</p>
<p>Former Road and Bridge Supervisor Bill Dougherty arrived to visit with Commissioners.</p>
<p><strong>2:25 p.m.</strong> Rick Howard, Maintenance, arrived to report on the leak in the hallway of the Huntsville Courthouse. There is a freon leak which will need to be repaired.</p>
<p>Mike Rogers arrived to report on Mrs. Paine’s complaint of drainage on CR 2980 and exposure of a phone cable along the road. He reported a meeting with MoDOT’s bridge inspector and received new maps and bridge reports from him.</p>
<p><strong>2:30 p.m.</strong> Aaron McVicker, SKW, arrived with the engineering contract for the CR 2580 bridge project. Following review, Com. Wilcox made a motion to approve the contract and authorize Com. Carter’s signature. Com. Crutchfield seconded, motion passed (3-0), and documents were signed and attested to by County Clerk Will Ellis.</p>
<p><strong>3:30 p.m.</strong> Commissioners handled correspondence.</p>
<p><strong>4:00 p.m.</strong> Meeting was adjourned.</p>

Tuesday, May 1, 2012</strong></p>
<p><strong> </strong></p>
<p>The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.</p>
<p><strong>9:00 a.m.</strong> Com. Carter called the meeting to order and moved approval of the agenda with one addition: Julie Portman and Shane Adrian, Edward Jones, will be arriving at 1:00 to discuss county finance needs. Com. Crutchfield seconded and motion passed (3-0).</p>
<p>Com. Wilcox reported receiving a complaint from a citizen concerning ditching in front of their property along CR 2955.</p>
<p>Com. Wilcox reported on his attendance at the Enbridge Energy Company meeting held at the Best Western in Moberly. Contact was made with the Project Engineer and the Senior Public Relations representative.</p>
<p>Com. Crutchfield reported a conversation with Mrs. Don Thomas who stated it would be alright to start ditching improvements on CR 2130.</p>
<p><strong>9:45 a.m.</strong> Road and Bridge Supervisor Mike Rogers arrived to discuss road maintenance issues. Discussed was a request to post speed limit signs on CR 2210. It was determined that instead curve warning signs would be put up by the county to try and prevent additional accidents at that location.</p>
<p><strong>10:00 a.m.</strong> Moberly City Manager Andy Morris arrived to discuss the state Supreme Court ruling affecting collection of certain sales taxes in the county and enacting a use tax to allow those collections to continue.</p>
<p><strong>10:30 a.m.</strong> Brandon Lucas, Fusion Technology, arrived to repair Com. Crutchfield’s computer and internet connection.</p>
<p>Commissioners reviewed payroll expenses. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Wilcox seconded and motion passed (3-0).</p>
<p>Com. Carter contacted Anthony Carter, along CR 1395, to confirm that he will be purchasing a metal culvert for installation at his driveway entrance as part of the drainage project.</p>
<p>Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded and motion passed (3-0).</p>
<p>Commissioners contacted Mr. Gary Smith to inform him warning signs would be posted on CR 2210 to try to prevent additional accidents.</p>
<p>Rick Howard, Maintenance, arrived to discuss maintenance issues. Discussed was waterproofing the exterior of the Justice Center and Huntsville Courthouse. Also discussed was the Huntsville Courthouse air-conditioning needs. Commissioners contacted Tracey Fainter, Heddinghaus Heating and Cooling, to discuss the air-conditioning unit bid. The current bid is still in effect.</p>
<p>Due to recent failure of the air conditioning unit cooling the south wing of the Huntsville Courthouse, Com. Wilcox made a motion to purchase a new unit from Heddinghaus Heating and Cooling in the amount of $5,895. Com. Crutchfield seconded, motion passed (3-0), and Heddinghaus will be contacted.</p>
<p>Commissioners signed official minutes from April 17, 2012 and April 19, 2012.</p>
<p>Com. Carter noted that the Thursday meeting will not begin until 10 a.m. as Commissioners will be attending an Emergency Management meeting at the Randolph County Health Department.</p>
<p>Com. Wilcox reported on his attendance at the Youth Excel Graduation at the Central Christian College of the Bible Monday night.</p>
<p><strong>12:30 p.m.</strong> County Clerk Will Ellis arrived to report that Randolph County is doing a Stamp Out Hunger Food Drive that goes until May 12. Also the Huntsville Lions Club requested permission to hold a fish fry on the Courthouse lawn on Saturday May 5. Permission was granted. The proclamation for May 7, regarding Mental Illness Awareness week was presented. A bid proposal for improvements to the canopy at the Moberly Courthouse was received.</p>
<p><strong>1:00 p.m.</strong> Shane Adrian, Financial Advisor for Edward Jones, and Julie Portman, Principal of Investment Banking at Edward Jones, arrived to discuss county financing needs and refinancing the Justice Center bonds.</p>
<p>Com. Crutchfield returned a call to Michael Purol, PSBA, to discuss Com. Crutchfield’s meeting with Mrs. Fike regarding the progress in the right-of-way acquisition for the CR 2660 BRO bridge project.</p>
<p>Commissioners reviewed minutes from April 26, 2012. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).</p>
<p>Commissioners handled correspondence.</p>

<p>The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.</p>
<p><strong>9:00 a.m.</strong> Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).</p>
<p>Com. Carter received a call from Andy Morris, Moberly City Manager, who scheduled an appointment for Tuesday, May 1, to discuss the use tax.</p>
<p>Commissioners received a request from Gary Smith, CR 2210, to install a speed limit sign along his road due to the high traffic volume. Commissioners will review his request.</p>
<p>Com. Wilcox received a call yesterday from Barbara Jay Shakespeare to discuss the possibility of a new culvert installation along Randolph Street in Jacksonville.</p>
<p>County Assessor Richard Tregnago arrived to report that while attending a user group meeting, his office was awarded $500 from Vanguard Personal Property for the best use of their software. This will be applied as a credit for a new software module, reducing the cost from $1200. Following review, Com. Wilcox made a motion authorizing Com. Carter’s signature on a contract for the new software between the Assessor and Vanguard Personal Property. Com. Crutchfield seconded, motion passed (3-0), and contract was signed. This money will come from the Assessment fund.</p>
<p>Commissioners received a call from Scot Wood, Scot Wood Industries, requesting information on dust control policy within the county.</p>
<p><strong>9:30 a.m.</strong> Road and Bridge Supervisor Mike Rogers arrived to discuss road maintenance issues. Mr. Rogers reported on his visit to Randolph Street in Jacksonville, to the property of BJ Shakespeare. Mr. Rogers indicated ditching would have to be done on the adjoining property before the problem could be fixed.</p>
<p>Com. Wilcox received a call from Nancy Bragg, City Clerk of Cairo, to discuss the county right-of-way along S. Landrum St in Cairo.</p>
<p><strong>10:00 a.m.</strong> Michael Purol, PSBA, arrived to discuss the CR 2660 BRO bridge project.</p>
<p>Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.</p>

<p>Commissioners discussed the possibility of taking advantage of historically low interest rates to study refinancing the debt at the Justice Center.</p>
<p>Com. Carter contacted Charlie Zitnik, D. A. Davidson and Company, to schedule an appointment for May to discuss refinancing the debt at the Justice Center.</p>
<p>Com. Wilcox contacted Road and Bridge Supervisor Mike Rogers to discuss whether Harpster Equipment had arrived to inspect the John Deere mowers.</p>
<p><strong>1:30 p.m.</strong> County Clerk Will Ellis arrived for the quarterly budget review.</p>
<p>Commissioners reviewed minutes from April 24, 2012. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).</p>
<p>Mayor John Muehe and Alderman Ralph Lingo, City of Renick, stopped in to request use of county property within the Renick city limits. They would like to build a public restroom to enhance the use of the Renick Park. Also discussed was the possibility of a use tax for Randolph County.</p>
<p>Commissioners received a call from Brian Haeffner, MODOT, to discuss the possibility of the CR 1635/Highway 63 interchange. Also discussed were surfacing and maintenance costs for CR 1660 and the need to grade the approaches from county gravel roads onto state routes. Mr. Haeffner and Com. Crutchfield also discussed the county roads TAC priority list for state roads in Randolph County.</p>
<p><strong>3:30 p.m.</strong> Meeting was adjourned.</p>

<p>The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.</p>
<p><strong>9:00 a.m.</strong> Com. Carter called the meeting to order and moved approval of the agenda with two additions: Under old business, Commissioners will be selecting the CR 2580 bridge project engineering firm. The quarterly budget review will be held at a later date. Com. Crutchfield seconded and motion passed (3-0).</p>
<p><strong>9:30 a.m.</strong> Rick Howard, Maintenance, arrived to discuss maintenance issues.</p>
<p><strong>9:50 a.m.</strong> Emergency Management Director Robert Creed arrived to discuss the renewal for the Hazard Mitigation Plan for Randolph County and the City of Moberly.</p>
<p><strong>10:00 a.m.</strong> Road and Bridge Supervisor Mike Rogers arrived to discuss road maintenance issues. Com. Carter contacted Anthony Carter, who is a resident at the northern part of the CR 1395/S. Landrum St. regarding installation of culverts along his property. Com. Carter also contacted Larry Prather to discuss the installation of culverts along his property on S. Landrum St. Mr. Rogers reported that CR 2130 was flagged.</p>
<p><strong>10:50 a.m.</strong> Com. Carter recessed the regular meeting so Commissioners along with Road and Bridge Supervisor Mike Rogers could travel to CR 2130 to investigate a flood prone area at Sweet Springs Creek. It was determined that Com. Crutchfield will contact the land owner to discuss needed ditching along his property.</p>
<p><strong>11:15 a.m.</strong> Com. Carter reconvened the regular meeting.</p>
<p>County Clerk Will Ellis arrived to brief the Commission on the Form 40 for the Taxation of Railroad and Utilities for Randolph County for Commissioners review and approval per Statute 151.040. Clerk Ellis also reported the county received a dividend in the amount of $7,944.53 from MOPERM.</p>
<p>Commissioners left a message with Bob Davis, Chariton Valley, concerning his company’s intention to build a junction box on CR 1960.</p>
<p>Com. Carter returned a call to Nancy Bragg, City Clerk of Cairo, to discuss the culvert installation along CR 1395/S. Landrum St.</p>
<p>Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded and motion passed (3-0).</p>
<p><strong>12:00 p.m.</strong> Commissioners contacted Joe Snodgrass, Septagon Construction, to discuss the final payment for the Circuit Clerk’s Storage Unit. Also discussed were instructions to the Circuit Clerk for operating the HVAC system.</p>
<p>Commissioners contacted Mr. Warren Schlatter, Defiance County Ohio Engineer, to discuss Geo-Tech bridge construction.</p>
<p>Commissioners reviewed minutes from April 19, 2012. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).</p>
<p><strong>1:30 p.m.</strong> Charles Zitnik, D.A. Davidson &amp; Company, arrived to discuss county financing needs and the possibility of refinancing the Justice Center bonds.</p>
<p>Chief Deputy Nevin Turner stopped in to present applications for reimbursement for the Sheriff’s Supplementary Fund. Following review, Commissioners approved his submission.</p>
<p>Under old business, Commissioners reviewed the engineering firms for the CR 2580 railroad bridge replacement project.  Following review, Com. Wilcox made a motion to accept Shafer, Kline and Warren, Inc. (SKW). Com. Crutchfield seconded, motion passed (3-0), and SKW will be notified.</p>
<p>Com. Crutchfield contacted Michael Purol, PSBA, requesting him to contact adjoining landowners on the CR 2660 bridge project concerning right-of-way acquisitions.</p>
<p>Com. Carter left a message for Ron Watts, MODOT, to inform him of the engineering selection for the CR 2580 railroad bridge replacement project.</p>
<p>Commissioners received a call from Glenn Rush complaining of pot holes on CR 2675. This information will be passed along to Road and Bridge Supervisor Mike Rogers.</p>
<p>Com. Crutchfield contacted Benton and Associates to inform them they were not selected for the CR 2580 railroad bridge replacement project.</p>
<p>Commissioners received a call from Gary Strack, SKW, following selection to inform him that his engineering firm was selected for the CR 2580 railroad bridge replacement project.</p>
<p>Com. Crutchfield contacted Lindsay Stufflebean, Rhodes Engineering, to inform them they were not selected for the CR 2580 railroad bridge replacement project.</p>
<p><strong>4:00 p.m.</strong> Meeting was adjourned.</p>

<p>The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.</p>
<p><strong>9:00 a.m.</strong> Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).</p>
<p>Com. Crutchfield reported inspecting a sewer smell located in the east office area of the Justice Center. No immediate source was found and water was added to all the drains.</p>
<p>Com. Carter reported on her attendance Wednesday in Perry at the Region G Solid Waste board meeting and the Mark Twain Regional Council of Governments board meeting.</p>
<p><strong>9:20 a.m.</strong> Road and Bridge Supervisor Mike Rogers arrived to discuss road maintenance issues. Mr. Rogers reported on his and Com. Wilcox’s ditch inspection yesterday at CR 2980, regarding Collie Paine’s complaint. Mr. Rogers also reported on a call to Dig Right regarding CR 2130, in order to begin planning a solution to some flood prone areas. Com. Wilcox reported on a conversation with a county resident who requested gravel on CR 2190. Commissioners received a call from Lloyd Swetnam to discuss a culvert issue on CR 1680. Mr. Rogers will address the problem later this morning.</p>
<p><strong> </strong></p>
<p>Com. Carter left the regular meeting to attend to a family matter. In her absence, Com. Crutchfield was appointed acting Presiding Commissioner by Clerk Ellis<strong>.</strong></p>
<p><strong>10:00 a.m.</strong> Dustin Berry; Aaron McVicker; and Gary Strack, SKW, arrived for the final selection interview for the CR 2580 railroad bridge replacement project.</p>
<p>Com. Carter called to check in.</p>
<p><strong>12:15 p.m.</strong> Com. Carter returned to the regular meeting.</p>
<p>Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.</p>

<p><strong>1:40 p.m.</strong> Com. Carter adjourned the regular meeting so Commissioners could attend the 911 Joint Communication quarterly meeting held at the Moberly EOC at 2:00 p.m.</p>

<p><strong> </strong></p>
<p>The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.</p>
<p><strong>9:00 a.m.</strong> Com. Carter called the meeting to order and moved approval of the agenda with one addition: Joe Snodgrass, Septagon, will arrive at 3:30 p.m. for the final meeting to discuss the Circuit Clerk’s storage building. Com. Crutchfield seconded and motion passed (3-0).</p>
<p>Commissioners reported on their attendance at the Missouri Association of Counties Legislative Conference Monday at the Capitol Plaza in Jefferson City.</p>
<p>Com. Carter contacted Road and Bridge Supervisor Mike Rogers to discuss the no parking signs in the City of Cairo and to discuss when the drainage project on S. Landrum/CR 1395 could begin.</p>
<p>Commissioners received a call from Collie Paine to discuss ditching problems on CR 2980.</p>
<p>Commissioners reported inspecting a blind curve on CR 2660 at the request of Colleen Fike on Monday April 16th. They will consider improvements there.</p>
<p>Com. Crutchfield reported meeting with Joe Kruse on Saturday April 14th on a flooding issue on CR 2130.</p>
<p>Commissioners reviewed minutes from April 12, 2012. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).</p>
<p><strong>10:30 a.m.</strong> Road and Bridge Supervisor Mike Rogers arrived to discuss road maintenance issues. The Commissioners received a list from Mr. Rogers which indicated there were 44 flood prone areas. Com. Wilcox and Mr. Rogers discussed the scheduling of a road inspection on CR 2980 to address the ditching problem. Also discussed was cost management for the Road and Bridge Department due to the recent Missouri Supreme Court ruling that will eliminate certain tax revenue. This is a problem in Randolph County and 75 other counties in the state that do not have a voter approved use tax in place. Some suggestions discussed were: moth balling two of the maintainers and reducing the use on a third, number and miles of roads maintained regularly, the number of employees, and the possible selling of items as surplus.</p>
<p>Circuit Clerk Peggy Boots arrived for Com. Carter’s signature on the final invoices for the shelving for the Circuit Clerk’s storage building.</p>
<p>Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.</p>
<p>Commissioners signed official minutes from March 29, 2012; April 3, 2012: April 5, 2012; April 10, 2012; and April 12, 2012.</p>
<p>Commissioners received notification from the Department of Natural Resources that the Moberly Courthouse, jointly owned with City of Moberly, is being nominated to the National Register of Historic Places.</p>
<p>Com. Crutchfield contacted Circuit Clerk Peggy Boots to discuss the invoice for the shelving for the Circuit Clerk’s storage building.</p>
<p>Commissioners, in light of the recent road levy defeat, decided to delay purchase of a new tractor with boom hog mower which had been scheduled for later this year. Com. Wilcox contacted Terry Harpster, Harpster Equipment, concerning ongoing equipment needs for the county. Mr. Harpster will be evaluating two used John Deere flex winged mowers for possible trade on a new Rhino 162 flexed winged mower.</p>
<p>City Manager Andy Morris called to cancel his appointment for today and reschedule for a later date.</p>
<p><strong>2:30 p.m.</strong> Shannon Howe, Benton and Associates Engineering, arrived for the final selection interview for the CR 2580 railroad bridge replacement project.</p>
<p><strong>3:30 p.m.</strong> Joe Snodgrass, Septagon, arrived for the final meeting for the Circuit Clerk’s storage building.</p>
<p>Commissioners reviewed the savings change order document from Septagon for the construction of the Circuit Clerk’s storage building. Following review, Com. Wilcox made a motion to accept the cost savings change order in the amount of $336 and authorize Com. Carter’s signature. Com. Crutchfield seconded, motion passed (3-0), and the document was signed.</p>
<p>Commissioners reviewed the Certificate of Substantial Completion for approval and signature. Com. Wilcox made a motion to approve the document and authorize Com. Carter’s signature. Com. Crutchfield seconded, motion passed (3-0), and the document was signed.</p>
<p>County Treasurer Penny Henry arrived with a warrant for approval by the Commission for payment of mowing the Thomas Hill Cemetery.</p>
<p><strong>4:00 p.m.</strong> Meeting was adjourned.</p>

<p><strong>11:40 a.m.</strong> Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).</p>
<p>Com. Wilcox and Com. Crutchfield reported on their attendance at the Ethics in the Workplace training available to all high school seniors in Randolph County this morning held at Moberly Area Community College.</p>
<p>Com. Crutchfield reported on a visit with Colleen Fike and Joe Gingrich, landowners adjoining the CR 2660 bridge project. They discussed additional right-of-way requirements to successfully build the new bridge. They voiced some of their concerns i.e. timber on the property, cost of the property, and drainage of the approach to the new bridge. Com. Crutchfield gave Mrs. Fike the plans and design for the CR 2660 bridge project.</p>
<p>Com. Crutchfield also reported on a visit with James Moss, Mrs. Moss was not available due to a recent surgery. They discussed additional right-of-way requirements to successfully build the new bridge on CR 2660. It was agreed they would meet again when Mrs. Moss was available. Also present was Eddie Knight, a concerned neighbor. Com. Crutchfield gave Mr. Moss the plans and design for the CR 2660 bridge project.</p>
<p>Com. Carter reported on receiving notice from the Clerk’s office that Mr. White from White’s Carpet called to report a speed limit sign down on CR 1660. Com. Carter will alert Road and Bridge.</p>
<p>Commissioners made their final selection for the Willy Ferguson Living Memorial Scholarship recipient which will be announced at a later date. Deputy Clerk Creed delivered the applications and tally sheet to the Living Memorial Scholarship office.</p>
<p>Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.</p>

<p>The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.</p>
<p><strong>9:00 a.m.</strong> Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).</p>
<p>Commissioners were presented with checks for signature for pay to election workers for the April election.</p>
<p>Commissioners reported on their attendance at the meeting Monday, April 9, in Ashland to discuss the recent Missouri Supreme Court ruling eliminating certain tax collections in counties without a use tax.</p>
<p>Commissioners reviewed invoices for payment. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Wilcox seconded, motion passed (3-0), and checks were signed.</p>
<p>Commissioners reviewed the Assessor’s Quarterly Expenses for reimbursement. Com. Wilcox made a motion to approve Com. Carter’s signature. Com. Crutchfield seconded, motion passed (3-0), and document was signed.</p>
<p>Commissioners reviewed Erroneous Assessments for approval and signature. Following review, Com. Crutchfield made a motion to approve and authorize Com. Carter’s signature. Com. Wilcox seconded, motion passed (3-0), and the documents were signed.</p>
<p><strong>10:00 a.m.</strong> County Clerk Will Ellis arrived to open Thomas Hill Cemetery mowing bids. One bid was received. Following review, Com. Crutchfield made a motion to approve bid from Kellen Raney in the amount of $70 per cutting. Com. Wilcox seconded and motion passed (3-0).</p>
<p>Road and Bridge Supervisor Mike Rogers arrived to discuss road maintenance issues. Mr. Rogers reported they are putting in the sidewalk at the Justice Center to the Circuit Clerk’s storage building.</p>
<p>Com. Carter received a call from David Hamilton, Great River Associates, to inquire if the Commission had made an Engineering decision for the KCS Railroad bridge replacement project on CR 2580. He was told a decision had not yet been made.</p>
<p>Kansas City resident Cathie Thomas stopped in to say hello to the Commission.</p>
<p>Com. Crutchfield received a call from Michael Purol, PSBA, to report they had re-staked the right-of-way changes for the CR 2660 bridge project. Mr. Purol also acknowledged that notification of right-of-way acquisition could begin.</p>
<p>Laura Snelling, Chariton Valley, arrived to discuss the internet at the Justice Center. Mrs. Snelling reported that they will be installing the phone and internet from the Justice Center to the new Circuit Clerk’s storage building the week of April 16<sup>th</sup>.</p>
<p>County Clerk Will Ellis arrived to report on the April deposits for March receipts for 2012 were $110,390.10, compared to $115,706.83 for the same period last year. Year to date the county is $18,251.31 above projected rate.</p>
<p><strong>12:30 p.m.</strong> Commissioners began reviewing RFQ’s for the CR 2580 Railroad Bridge Replacement Project.</p>
<p>County Clerk Will Ellis arrived to report on a meeting held this morning with the Randolph County Developmental Disabilities Resources board, to discuss the board’s request to the county to handle administrative and employee related duties beginning June 1, 2012. The county would be paid an administrative fee to handle these duties. Further discussions will be held.</p>
<p>Custodian Lee Spangler stopped by to present the Premier Paper Order Forms for Randolph County and for signature.</p>
<p>Commissioners received a call from the Juvenile Office to discuss an invoice for relocation of a phone line and to payment for a notary recertification and bonding. Also discussed was a membership and liability insurance purchased through CIMA.</p>
<p>Commissioners received a call from Rick Howard, Maintenance, to inform them he would be taking off early.</p>
<p><strong>2:30 p.m.</strong> Commissioners scored the RFQ’s for the BRO CR 2580 Railroad Bridge Project. According to final scores, the top three engineering firms will be contacted for an interview in the near future. They will report this information to Ron Watts, MODOT.</p>
<p>Commissioners returned a call to Wanda Finnegan, Century 21, who requested information about the possibility of the county cleaning up a fire damaged property on CR 2355. Com. Carter informed Mrs. Finnegan that the county does not handle clean-up of private property.</p>
<p>Commissioners reviewed minutes from April 5, 2012. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).</p>
<p>Com. Carter contacted Shannon Howe, Benton and Associates, to schedule a meeting with the Commission at 2:30 on Tuesday, April 17 for a final selection interview.</p>
<p>Com. Carter contacted Dustin Berry, SKW, to schedule a meeting with the Commission at 10:00 on Thursday, April 19, for a final selection interview.</p>
<p>Com. Carter contacted Rich Rhodes, Rhodes Engineering, to schedule a meeting with the Commission at 2:00 Thursday, April 12, for a final selection interview.</p>
<p>Com. Wilcox contacted Lowell Eaton, Presiding Commissioner of Howard County, to discuss the use tax meeting held in Ashland Monday.</p>
<p>Commissioners received a call from Robert Roscher, CR 2315, to discuss a complaint regarding a road maintainer. Com. Carter informed Mr. Roscher that CR 2315 was not maintained by the county, it is in the Special Road District. He was directed to Benny Bradley, Road and Bridge Supervisor of the Moberly Special Road District.</p>
<p>Commissioners signed documents to send out to residents affected by the construction of the bridge on CR 2660.</p>

<p>Commissioners reported on their attendance with Circuit Clerk Peggy Boots at the site of the new storage building with Septagon Construction. It was indicated that everything is on schedule for the walk through next week on April 12.</p>
<p>Commissioners handled correspondence.</p>
<p>Rick Howard, Maintenance, arrived to discuss maintenance issues. Mr. Howard reported that a representative from Heddinghaus Sheet Metal arrived this morning to install the coil and cooling unit at the Justice Center. He also reported that a representative from Jeld-Wen Windows should arrive in May to install the replacement windows at the Justice Center. Also discussed was the need for tuck pointing and re-sealing of the Justice Center building.</p>
<p>911 Coordinator Joan Joseph arrived to report on her attendance with 911 Assistant Coordinator Erin Denney at the MONENA/APCO conference March 19-21 in Osage Beach.</p>
<p>Commissioners received a call from Circuit Clerk Peggy Boots to discuss installation of a computer line into the Circuit Clerk’s storage building.</p>
<p>Com. Carter contacted Road and Bridge Supervisor Mike Rogers to discuss an invoice for a new computer.</p>
<p>Commissioners signed official minutes from March 13, 2012; March 20, 2012; March 22, 2012 and March 27, 2012.</p>
<p><strong>10:45 a.m.</strong> Skip Wilson, MODOT, and Road and Bridge Supervisor Mike Rogers arrived to discuss completing an inventory of all the roads in Randolph County. Ron Watts, MODOT, also arrived to review the RFQ scoring procedures for BRO projects.</p>
<p><strong>11:45 a.m.</strong> Com. Carter recessed the regular meeting so Commissioners could attend a lunch meeting with Ron Watts, MODOT, at Don’s in Huntsville.</p>
<p><strong>12:45 p.m.</strong> Commissioners returned to the Huntsville Courthouse and Com. Carter reconvened the regular meeting.</p>
<p>Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.</p>
<p>Commissioners reviewed minutes from March 29, 2012 and April 3, 2012. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).</p>
<p>Custodian Lee Spangler reported to the Commission that he spoke with the Randolph County Sheltered Industries and they will resume pick up without charging a fee as they do not charge governmental entities.</p>
<p><strong>1:50 p.m.</strong> Jim Wesbecher, WM Nobbe &amp; Co., stopped in to introduce himself and discuss equipment needs for the county.</p>
<p>Com. Carter contacted Larry Prather, CR 1395/S. Landrum St, to discuss payment to the county for the culverts being replaced along his property.</p>
<p>Com. Carter received a call from Alan Wyatt, Presiding Commissioner of Macon County, reporting that they will not be attending the Monday meeting in Ashland to discuss the Supreme Court ruling on motor vehicle sales tax and the need to establish a use tax to counter the income loss.</p>
<p><strong>2:40 p.m.</strong> Com. Carter recessed the regular meeting so Com. Wilcox and Com. Crutchfield could inspect installation of the concrete sidewalk at the Justice Center for the Circuit Clerk’s storage building.</p>
<p><strong>3:40 p.m.</strong> Commissioners returned to the Huntsville Courthouse and Com. Carter reconvened the regular meeting.</p>
<p>Com. Wilcox contacted Laura Snelling, Chariton Valley, to request the installation of a phone line and an internet line for the Circuit Clerk’s storage building.</p>
<p><strong>4:00 p.m.</strong> Meeting was adjourned.</p>

<p>The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.</p>
<p><strong>9:00 a.m.</strong> Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).</p>
<p>Commissioners reviewed payroll expenses. Following review, Com. Wilcox made a motion to approve these expenses as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.</p>
<p>Commissioners received a call from Lowell Eaton, Presiding Commissioner of Howard County, to inform Commissioners of a meeting Monday in Ashland to discuss the recent Missouri State Supreme Court ruling regarding taxation and proposed passage of a use tax with counties without one. Commissioners will be attending.</p>
<p>Commissioners reviewed Contract for Work Done for other entities in Randolph County. Following review, Com. Wilcox made a motion to approve work completed for the City of Renick. Com. Crutchfield seconded, motion passed (3-0), and the contract was signed.</p>
<p>Commissioners received notice that April is Fair Housing month and posted information to that effect in the front of the Huntsville Courthouse.</p>
<p>Com. Crutchfield reported on his attendance at a NECAC meeting at Bowling Green on March 27, and a TAC meeting in Perry on March 28.</p>
<p>Road and Bridge Supervisor Mike Rogers arrived to discuss road maintenance issues. Also discussed was the summer work schedule for the Road and Bridge department. Commissioners asked Mr. Rogers to create a list of areas prone to flooding throughout the county in a priority order.</p>
<p>Com. Carter left a message for David Sabbath, Intrinsic, to arrange reinstalling the software required for the Road and Bridge Database.</p>
<p>Com. Carter contacted Alan Wyatt, Presiding Commissioner of Macon County, sharing information on the Monday use tax meeting in Ashland.</p>
<p>Commissioners reviewed minutes from March 20, 2012; March 22, 2012; March 27, 2012; and March 29, 2012. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).</p>
<p>Commissioners received a call form David Sabbath, Intrinsic, to reinstall the software required for the Road and Bridge Database on the Deputy Clerk’s computer.</p>
<p><strong>1:30 p.m.</strong> Under old business, Com. Carter called for the second and final reading of the petition to close a portion of CR 2561. Com. Crutchfield entered the second and final reading of the petition to close portions of CR 2561 into the record. Com. Crutchfield asked for any questions or comments. No members of the public were present to comment. Hearing no further comments, Com. Crutchfield noted that as required by Section 228.110 R.S.Mo (1990) the petition was dually posted in the following locations: City Hall of Higbee, MO; VFW in Higbee, MO; Higbee Senior Center, and on the barricades of CR 2561 on December 8, 2011. Com. Wilcox made a motion to close the southern portion of CR 2561. Com. Crutchfield seconded and   Deputy Clerk Shelby Creed took a roll call vote: Carter-Aye, Wilcox-Aye, and Crutchfield-Aye. Motion passed (3-0).</p>
<p>County Custodian Lee Spangler arrived to report that Randolph County Sheltered Industries will begin charging a fee for picking up recycled materials due to the rising cost of fuel. Mr. Spangler suggested that he transport materials there to save that cost.</p>
<p>Commissioners received a call from Rick Howard, Maintenance, to discuss maintenance issues.</p>
<p><strong>4:00 p.m.</strong> Meeting was adjourned.</p>
