RANDOLPH COUNTY COMMISSION MINUTES
Thursday, January 10, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda with one addition: Brian Haeffner, MODOT, will arrive at 9:00 a.m. to discuss Cairo road issues. Com. Crutchfield seconded and motion passed (3-0).
Com. Carter reported on her attendance Tuesday at a recycling entrepreneurship workshop in Hannibal and her attendance Wednesday at the Region G Solid Waste Board and Mark Twain Regional Council of Governments Board meetings in Perry, MO.
Com. Crutchfield reported on a meeting with Patricia Irby to sign the CR 2660 right-of-way acquisition notification documents.
Assistant District Engineer Brian Haeffner, MODOT, arrived to discuss Cairo road issues involving CR 1635 and its access to Highway 63.
Commissioners signed official minutes from December 20, 2012 and December 27, 2012. Commissioners also signed closed session minutes from December 27, 2012.
Commissioners returned a call to Lowell Eaton, Howard County Presiding Commissioner, to discuss the 14th Judicial Circuit Juvenile budget.
10:00 a.m. Landon Boehm and Jack Dillingham, Piper Jaffray & Co., arrived to discuss possible refinancing of the Justice Center bonds.
Commissioners reviewed minutes from January 3, 2012. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).

1:30 p.m. Commissioners contacted Susan Littleton, Chariton County Clerk, to discuss Chariton County’s method of Guardian Ad Litem payments.
County Clerk Will Ellis arrived to discuss 2013 budget with Commissioners.
3:00 p.m. Com. Wilcox received a call from Kelly Arnold, Petroleum Traders Corporation, inquiring about bidding on future diesel fuel purchases.
Commissioners contacted Gerald Jones, former Presiding Commissioner of Cape Girardeau County, to discuss responsibility for Guardian Ad Litem payments for the Juvenile office.
County Clerk Will Ellis arrived to review the Use Tax Ballot Language. Com. Crutchfield made a motion to approve the ordinance #RC01102013 for the use tax ballot language. Com. Wilcox seconded and motion passed (3-0).
Commissioners received a call form Ed Strenfel, Butler County Presiding Commissioner, outlining his county ordinance on ATV and UTV licensing.
Commissioners handled correspondence.
4:00 p.m. Meeting was adjourned.
