RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, January 14, 2014
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (3-0).
Janet Murray, Randolph County Health Department, contacted the Commission requesting action on Senate Bill 525.
The Randolph County Road and Bridge Department received reimbursement in the amount of $1813.49 from Enbridge Pipeline for special repairs to CR 1660.
Art Sumpter, Norris Quarries LLC, arrived to respond to the Commissions’ previous inquiry concerning the quality of rock being provided by the quarry to the county following citizens’ complaints. Mr. Sumpter explained that their stone met grade and quality state specifications. An explanation of the difference between flint rock and chert rock was offered.
Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues. Also discussed was the 2014 Road and Bridge proposed budget.
Newly hired Veterans’ Representative Steve Moore, Department of Economic Development Division of Workforce Development, stopped in to discuss the program with the Commission and leave his contact information.
Jennifer Wilson, nForm Architecture, stopped in to discuss the proposed county administration building.
Commissioners received for review and approval the 2014 contract renewal from the MU Department of Pathology for autopsy services in the amount of $18,000. Following review, Com. Wilcox made a motion to approve the contract and authorize Com. Carter’s signature on the document. Com. Crutchfield seconded, motion passed (3-0), and Com. Carter signed the document.
County Clerk Will Ellis arrived to present the Commission with 2013 invoices for approval. Clerk Ellis explained the invoices had been previously posted but had not been presented for signature. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
Commissioners received a call from Chanda Bankhead, Juvenile Officer, to schedule a time to meet with the Commission to discuss a contract. Mrs. Bankhead will arrive at 3:00 today.
10:20 a.m. Weekly fuel bid was awarded to MFA Oil at 3.020. Other bids received were: Wright’s Oil at 3.127 and Brownfield Oil at 3.039.
Following awarding of today’s fuel bid. Com. Wilcox made a motion to bid long term fuel needs for the Road and Bridge Department. Com. Crutchfield seconded and motion passed (3-0). Com. Wilcox made a motion to delay consideration to a later date. Com. Crutchfield seconded and motion passed (3-0).
Commissioners received a call from Tracy Calhoun, Enbridge Pipeline, inquiring if the county had received its reimbursement check for repairs to CR 1660. She was informed the check had been received a deposited.
11:00 a.m. Com. Carter recessed the regular meeting and convened the scheduled public hearing for comments on the 2014 budget pursuant to state statute 50.600. In attendance were: County Treasurer Penny Henry, County Coroner Gerald Luntsford and Chief Budget Officer Will Ellis.
11:15 a.m. After hearing no comments, Com. Carter adjourned the public hearing and reconvened the regular meeting.
Commissioners reviewed minutes from January 14, 2014. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).
Com. Carter returned a call to Marilyn O’Bannon concerning the proposed Clean Line Energy project.
1:45 p.m. Dan Wilbur, Operations Specialists at Consolidated Correctional Food Service, arrived to introduce Lindsay Wright, Consolidated’s newly hired Food Service Supervisor, for the county jail.
2:00 p.m. Brandon Lucas, Fusion Technologies, and Randal Weidenaar, Notionfront, arrived to discuss the county website and servers and offer proposals for 2014.
3:00 p.m. Chanda Bankhead, Chief Juvenile Officer, arrived to review the renewal contract for Secured Juvenile Detention between the county and Bruce Normile Juvenile Justice Center in the amount of $1000 per month. Following review, Com. Wilcox made a motion to approve the contract and authorize Com. Carter’s signature on the document. Com. Crutchfield seconded, motion passed (3-0), and Com. Carter signed the document.
3:30 p.m. Com. Carter adjourned the regular meeting for a work session so Commissioners could continue work on the 2014 proposed county budget.
