RANDOLPH COUNTY COMMISSION MINUTES
Thursday, January 16, 2014
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (3-0).
Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues. Mr. Herron reported on repairs needed to the injector pumps on two county dump trucks in the amount of $6200. This followed fuel problems during the recent sub-zero temperatures.
Com. Carter reported on her attendance at the MAC and CCAM board meetings in Jefferson City Wednesday afternoon.
County Recorder Mark Price arrived to report that approximately 40 people attended his 2014 Technology Seminar and eRecording Demonstration on Wednesday at 1:00 p.m. at the YMCA in Moberly where they were presented a program on new technology and procedures being instituted in the Recorders office. Com. Crutchfield also attended.
10:00 a.m. Scott McGarvey, Moberly Area Community College Foundation Director; Paula Glover, MACC Vice President for Instruction; and Treasurer Penny Henry arrived to present requisitions for submittal to the state for reimbursement through the Training for Tomorrow grant. Following review, Com. Carter made a motion to authorize Com. Wilcox’s signature on the 3rd Installation Request for Funds from the Training for Tomorrow Grant. Com. Crutchfield seconded, motion passed (3-0), and Com. Wilcox signed the document with Treasurer Penny Henry as the designated signatures.
Patsy Redding contacted Com. Crutchfield seeking meeting space to host informational meetings on the Affordable Health Care Act. Com. Crutchfield coordinated use of the Huntsville and Moberly Courthouse for the meetings.
Commissioners received a request from Matt Williams, Senator Claire McCaskill’s Field Representative, to conduct an “office on the road” to hear constituents comments on Friday, January 31 at 10:00 in the Commission office.
Public Administrator Mary Jo Colley arrived to discuss her 2014 proposed county budget.
12:15 p.m. Mark Robertson, Four Corners Surveying, arrived to discuss surveying and marking the property being donated by Dr. and Mrs. Marvin Mack to the county for security improvements at the Justice Center.
Under correspondence, Commissioners received a letter of explanation from MFA Oil concerning problems with fuel during the recent sub-zero weather and from the Missouri Department of Natural Resources providing the Commission with the annual Registry of Confirmed Abandoned or Uncontrolled Hazardous Waste Disposal Sites in Missouri for Fiscal Year 2013.
Commissioners reviewed minutes from January 14, 2014. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).
County Clerk Will Ellis arrived to discuss the 2014 proposed county budget.
2:30 p.m. Tom Fuhrman, Sam Richardson, Beth Andrews and Willa Jean Richards, MU Extension Council, arrived to discuss 2014 budget requests. Also in attendance was Rosalee Mason, Master Gardener, to present plans for a meditation garden in Rothwell Park in Moberly.
3:10 p.m. Com. Carter adjourned the regular meeting for a work session so Commissioners could continue work on the proposed 2014 county budget.
