RANDOLPH COUNTY COMMISSION MINUTES
Thursday, January 2, 2014
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (3-0).
Commissioners contacted Aaron Brown, City Bank, to discuss financing options for the proposed county administration building.
Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues and county snow removal.
Commissioners contacted several local snow removal businesses to determine the cost of snow removal at each of the county building locations.
Art Sumpter, Norris Quarries LLC, arrived to deliver the 2014 rock prepayment contract with the county.
Com. Wilcox contacted Prosecuting Attorney Mike Fusselman to discuss the pending increase in full-time Prosecutor’s salary following a federal court decision.
Com. Crutchfield made a motion to reappoint County Clerk Will Ellis as Chief Budget Officer for fiscal year 2014 according to Revised Missouri Statute section 50.540. Com. Wilcox seconded and motion passed (3-0).
County Clerk Will Ellis arrived to report Director of Sales and Marketing Ryan Johnson, Chariton Valley, indicated Chariton Valley is upgrading the Randolph County phone system at no charge to the county per the contract initiated in 2011.
12:30 p.m. Commissioners contacted Assistant District Engineer Brian Haeffner, MODOT, to discuss improvements to the intersection of CR 2940 and Route B following a request from a local resident.
Commissioners reviewed minutes from December 31, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).
Gary Million, Tri-State Equipment, stopped in to deliver 2014 calendars to the Commission and discuss future equipment needs.
County Clerk Will Ellis arrived to set the public hearing dates for the 2014 budget: January 14, 2014 at 11:00 a.m. and January 21, 2014 at 10:00 a.m.
Com. Carter received a call from Audrain County Presiding Commissioner Steve Hobbs to schedule the spring 2015 NEMO Commissioners and Clerk’s meeting.
Commissioners received a call from Mike Riffle, City Bank, to discuss financing options for the proposed county administration building.
3:00 p.m. Commissioners received a call from Assistant District Engineer Brian Haeffner, MODOT, while on location at the intersection of CR 2940 and Route B to discuss the requested improvements.
County Assessor Richard Tregnago arrived to discuss the upgrades to the county website.
Commissioners began work on the 2014 budget for the Road and Bridge Department.
4:00 p.m. Meeting was adjourned.
