RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, January 21, 2014
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (3-0).
Interim Road and Bridge Dale Herron arrived to discuss road maintenance issues. Mr. Herron reported the department will be picking up the G model motor grader overhauled by Altorfer’s in Hannibal on Wednesday.
Chief Budget Officer Will Ellis arrived to review the 2014 proposed county budget with elected county officials. Present were: the Commission, Assessor Richard Tregnago and County Recorder Mark Price.
Commissioners received a copy for review of the agreement between Randolph County and the Missouri Department of Conservation for reimbursement of rock applied to county roads within the Rudolf Bennitt Conservation Area.
Rick Howard, Maintenance, arrived to discuss maintenance issues. Also discussed was using trustees for maintenance help.
10:00 a.m. Com. Carter recessed the regular meeting to hold a public hearing to review the Final 2014 budget with the public. In attendance were: Chief Budget Officer Will Ellis; County Recorder Mark Price; County Coroner Gerald Luntsford; County Assessor Richard Tregnago; and Kay Daniels, Administrative Assistant to the Circuit Judge.
10:30 a.m. Com. Carter adjourned the public hearing and reconvened the regular meeting.
Commissioners signed official minutes from January 2, 2014; January 7, 2014; January 9, 2014 and January 14, 2014.
11:00 a.m. Weekly fuel bid was awarded to MFA Oil at 3.007. A bid was received from Brownfield Oil at 3.089. No bid was received from Wright’s Oil.
Commissioners reviewed minutes from January 16, 2014. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).
Com. Carter received a call from Aaron McVicker, SKW, to discuss the CR 2580 BRO-BO88 (22) bridge replacement project.
Commissioners contacted Larry Hart, LJ Hart & Company, to discuss financing and ballot language for the proposed county administration building.
Robin Simpson, Executive Director Mark Twain Regional Planning Commission, informed the county that funds for a CDBG grant might be available for bridge replacement within the North Sugar Creek Township of the county.
Erma Jean Armstrong on behalf of the Miss Moberly Pageant arrived to request donations from the County Commissioners for the pageant.
Christy Kertz stopped in to say hello to the Commission.
Commissioners handled correspondence.
