RANDOLPH COUNTY COMMISSION MINUTES
Thursday, January 23, 2014

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (3-0).

Com. Crutchfield contacted a local bank to schedule a meeting with the Commission on Tuesday, January 28, at 9 a.m. to discuss local financing for the proposed county administration building.

Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues. Also discussed were bridges in need of repair in the North Sugar Creek Township of the county on behalf of the Moberly Special Road District. Mr. Herron reported picking up the G model motor grader that was overhauled by Altorfer’s in Hannibal Wednesday.

10:45 a.m. Chief Budget Officer Will Ellis arrived to present the 2014 budgets for final review and adoption as required by the County Budget Law (Sections 50.525 to 50.745, RSMo). Following review, Com. Wilcox made a motion to approve the 2014 Randolph County budget. Com. Crutchfield seconded and motion passed (3-0). Com. Crutchfield made a motion to approve the 2014 Road and Bridge Department budget. Com. Wilcox seconded and motion passed (3-0).

Mark Hibbs, Clark City Clerk, arrived to update the Commission on MODOT’s proposed J-turn in Clark. Mr. Hibbs reported on a petition that had been circulated on the subject. 102 signatures have been collected with 92 opposed to the J-turn and 10 for the proposal.

Commissioners received a call from Attorney Ivan Schraeder to discuss the ballot language for the April 8, 2014 election.

Commissioners returned a call to Rick Veard, Circle A Ranch, to discuss their request for installation of a culvert at a field entrance on CR 1270. The request was referred to the Interim Road and Bridge Supervisor.

County Clerk Will Ellis arrived to present a proclamation declaring the week of February 2, 2014 “Thank A Farmer” week for the Commissioners review and signature.

Commissioners received a call from Bill Peterson, KWIX-KRES Radio, for a radio interview concerning the proposed county administration building.

Following review, Com. Wilcox made a motion to approve the renewal of “Contract for Legal Service” with Ivan Schraeder at no price increase and authorize Com. Carter’s signature on the document. Com. Crutchfield seconded, motion passed (3-0) and the document was signed.

1:50 p.m. Com. Crutchfield received a call from Danny Gaines who would like to be contacted should the county bid out for mowing services. Com. Crutchfield informed him the county would be bidding them in March or April.

Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.

Com. Wilcox made a motion to approve a rock prepayment with Norris Quarries LLC reflecting a discount of 4% to the county. Com. Crutchfield seconded and motion passed (3-0).

Commissioners reviewed minutes from January 21, 2014. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).

Deputy Clerk Cari Haney arrived to present the Notice of Election form for signature.

Com. Wilcox made a motion to approve the ballot language for the April 8, 2014 election. Com. Crutchfield seconded and motion passed (3-0). Ballot language is as follows:

PROPOSITION COUNTY FACILITES CONSOLIDATION

SHALL THE COUNTY OF RANDOLPH IMPOSE A COUNTY WIDE SALES TAX IN THE AMOUNT OF ONE-QUARTER OF ONE PERCENT ($0.0025) TO PROVIDE FUNDS TO CONSTRUCT A NEW COUNTY ADMINISTRATIVE BUILDING ADJACENT TO THE EXISTING JUSTICE CENTER LOCATION IN HUNTSVILLE TO CONSOLIDATE COUNTY OPERATIONS AND TO PAY FOR RENOVATIONS AND IMPROVEMENTS TO THE EXISTING JUSTICE CENTER BUILDING. IF APPROVED, THIS SALES TAX WILL EXPIRE ON SEPTEMBER 30, 2027 OR WHENEVER THE FINAL PAYMENT OCCURS ON THE FINANCING, WHICHEVER OCCURS FIRST.

Commissioners received a call from Jennifer Wilson, nForm Architecture, to discuss the proposed county administration building.

Com. Carter received a call from Larry Hart, LJ Hart & Company, to discuss financing for the proposed county administration building.

Com. Wilcox made a motion to delay consideration of the Assessor’s Maintenance Plan to Tuesday, January 28. Com. Crutchfield seconded and motion passed (3-0).

Deputy Clerk Shelby Creed contacted Brandon Lucas, Fusion Technologies, to discuss an internet line to be put in the office in the kitchen area of the Justice Center. Clerk Creed also contacted Cynda McKenzie, Chariton Valley, to request a phone installation in the office in the kitchen area of the Justice Center.

Commissioners handled correspondence.

4:00 p.m. Meeting was adjourned.
