RANDOLPH COUNTY COMMISSION MINUTES
Thursday, January 24, 2013

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda with one addition: Randy Hartzler, MTS, will be arriving this afternoon to inspect the Justice Center for tuck-pointing and resealing. Com. Wilcox seconded and motion passed (3-0).

The following Randolph County elected officials arrived to review the proposed 2013 budget: Recorder Mark Price; Coroner Gerald Luntsford; Assessor Richard Tregnago; Circuit Clerk Peggy Boots; Public Administrator Mary Jo Colley; Treasurer Penny Henry; Prosecuting Attorney Mike Fusselman; Collector Shiela Miller; Circuit Judge Scott Hayes and Chief Budget Officer Will Ellis.

10:00 a.m. Com. Carter recessed the regular meeting and convened the public hearing for comments on the 2013 budget. In attendance were: Recorder Mark Price; Coroner Gerald Luntsford; Circuit Clerk Peggy Boots; Public Administrator Mary Jo Colley; Circuit Judge Scott Hayes and Chief Budget Officer Will Ellis.

10:40 a.m. Com. Carter adjourned the public hearing and reconvened the regular meeting. Following the public hearing, Circuit Judge Scott Hayes stayed to discuss his 2013 budget.

11:00 a.m. Commissioners opened bids for mowing and cleaning services. One bid was received for cleaning services from Book and Burton Janitorial Services. Cintas was also contacted and rejected the opportunity to bid. One bid was received for mowing services for the 2013 season from Kellen Raney for the Moberly Courthouse and the Huntsville Courthouse.

Com. Crutchfield received a call from Rick Howard, Maintenance, to discuss the needed parts to repair the two malfunctioning heating units at the Justice Center.

11:20 a.m. Road and Bridge Supervisor Mike Rogers stopped in to discuss road maintenance issues. Also discussed was the need to bid for fuel.

Com. Crutchfield received a call from Randy Hartzler, MTS, to discuss meeting at the Justice Center at 1:15 today. Com. Crutchfield will pass this along to Rick Howard, Maintenance, to meet with Mr. Hartzler.

Com. Crutchfield reported on a call from Patricia Irby concerning right-of-way acquisitions for the CR 2660 BRO project. Commissioners will call PE Michael Purol, PSB&A, to make sure necessary paperwork will be mailed to Mrs. Irby.

12:10 p.m. Com. Wilcox made a motion to approve and adopt the 2013 Operating Budget and County Road and Bridge Budget. Com. Crutchfield seconded and motion passed (3-0).

Com. Wilcox made a motion to accept the bid from Book and Burton Janitorial Services in the amount of $3000 per month. Com. Crutchfield seconded and motion passed (3-0). Com. Crutchfield made a motion to accept the bid from Kellen Raney in the amount of $10 per cut for the Moberly Courthouse and $45 per cut for the Huntsville Courthouse, when requested. Com. Wilcox seconded and motion passed (3-0).

Com. Wilcox made a motion to purchase the road oil distributor from MODOT in the amount of $22,000. Items purchased form the state surplus property lists do not require the normal bidding processes. Com. Crutchfield seconded and motion passed (3-0).

Com. Carter received a call from Landon Boehm, Piper Jaffray & Co, to check in regarding the Justice Center bond refinancing.

1:30 p.m. Commissioners contacted MFA Oil, Wright’s Oil, and Brownfield Oil for bids on 15-1800 gallons of diesel fuel to be received by 3:00 p.m. today.

Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.

3:00 p.m. Commissioners received bids from MFA Oil, Brownfield Oil, and Wright’s Oil. MFA Oil bid at $3.179; Brownfield Oil bid at $3.219; and Wright’s Oil bid at $3.2285 for 15-1800 gallons of fuel. Com. Wilcox made a motion to accept the bid from MFA Oil in the amount of $3.179 per gallon of diesel fuel. Com. Crutchfield seconded and motion passed (3-0).

Commissioners contacted Larry J. Hart, LJ Hart & Co., to discuss his proposal for refinancing the Justice Center bonds.

Commissioners reviewed investment banker/underwriters for the Justice Center bond refinance project. Companies presenting proposals were: Oppenheimer, D.A. Davidson & Co., Edward D Jones, Stifel Nicolaus, LJ Hart & Co., and Piper Jaffray & Co.  Com. Crutchfield reported on conversations he had when calling companies references. Following discussion, Com. Wilcox made a motion to approve the selection of L.J. Hart & Company of St. Louis, Missouri to serve as the Municipal Bond Underwriter for the advance refunding of the Series 2004 Leasehold Revenue Bonds issued through the Randolph County, Missouri Public Facilities Authority subject to receipt of an agreement from the firm acceptable to the County Commission for such service. Com. Crutchfield seconded and motion passed (3-0).

4:00 p.m. Meeting was adjourned.
