County Commission Minutes

Tuesday, January 28, 2014

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.

10:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (3-0).

Commissioners reported on their interview this morning on KWIX Radio and a visit with a local bank concerning local financing for the proposed county administration building.

Sheriff Mark Nichols arrived to discuss the proposed county administration building. Also discussed were uses of the Sheriff’s fund, changes in the inmate phone contract and recent changes in the inmate count.

10:45 a.m. Dave Hamilton, Great River Associates, arrived to discuss engineering projects within the county and MODOT’s newly adopted preferred vendors list.

11:00 a.m. Weekly fuel bid was awarded to MFA Oil at 3.068. A bid was received from Brownfield Oil at 3.079. No bid was received from Wright’s Oil.

Com. Wilcox contacted Interim Road and Bridge Supervisor Dale Herron to discuss bidding specifications for a new dump truck for the Road and Bridge Department.

Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0) and checks were signed.

Com. Wilcox reported on his attendance at the Workforce Investment Board meeting in Paris Monday night. He also reported that on February 12 the annual Fall in Love with Northeast Missouri will be held in Jefferson City and that Randolph County is 28% complete towards becoming a Certified Work Ready County.

Assessor Richard Tregnago arrived to present the Assessor’s Tax Maintenance Plan for approval and signature by all three Commissioners. Following review, Com. Wilcox made a motion to approve the document. Com. Crutchfield seconded and motion passed (3-0).

Treasurer Penny Henry arrived to present a check for the last installment of the MACC Training for Tomorrow grant for approval and signature. Following review, Com. Wilcox made a motion to approve the payment and authorize Com. Carter’s signature on the document. Com. Crutchfield seconded, motion passed (3-0), and the check was signed. Also discussed was the county’s 20% share of the Special Road District Tax money collected by the county and distributed to the district annually. Treasurer Henry presented a warrant for signature approving the transfer of the money to the Moberly Special Road District and retaining the county’s 20% share to the Randolph County Road and Bridge Department per RSMo state statute 233.195.

1:00 p.m. Jorgi McNamara, Executive Director of Randolph County ICAN; Deb McDonough, Director of Finance; and Larry Sander, Treasurer of the RCDDS Board of Directors, arrived to discuss the “seller’s sales tax”, proposed legislation to tax certain services provided by ICAN.

Commissioners reviewed minutes from January 23, 2014. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).

2:30 p.m. Ross McKinstry, Administrator of the Randolph County Health Department, and Kim Buckman, Health Program Representative, arrived to discuss the proposed “Breathe Easy” ordinance.

Com. Carter contacted Brandon Lucas, Fusion Technology, to discuss internet service needed at the jail in the office by the kitchen.

Lowell Newsom, Cleanline Energy, arrived to discuss the proposed routes for the Cleanline Energy Project.

4:00 p.m. Meeting was adjourned.
