RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, January 29, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (3-0).
Com. Crutchfield returned a call to Mr. Berenzen to discuss signing documents for right of way acquisitions for the CR 2660 BRO Bridge Project and possible ditching arrangements with the county on CR 2530.
Com. Crutchfield contacted Road and Bridge Supervisor Mike Rogers to discuss ditching on CR 2530.
Com. Wilcox reported on his attendance at the Workforce Investment Board meeting at the Boudreaux Memorial Visitor Center at Mark Twain Lake on Monday night.
Com. Crutchfield reported on his conversation with Rick Howard, Maintenance, to discuss heating problems at the Justice Center last week. Mr. Howard reported the parts came in and only partially fixed one of the units, the second unit’s parts should be fixed completely, but the first one still might have a problem.
Commissioners signed official minutes from December 31, 2013; January 3, 2013; January 8, 2013 and January 10, 2013.
Commissioners received a call from Laura Snelling, Chariton Valley Telephone Service, to schedule a meeting Thursday with Commissioners to discuss a bid for IT services.
Com. Crutchfield received a call from Mrs. Curtis Mathis to request rock for CR 1710. Commissioners contacted Road and Bridge Supervisor Mike Rogers.
9:50 a.m. Road and Bridge Supervisor Mike Rogers arrived to discuss road maintenance issues. Also discussed was the possibility of a grader rebuild, ditching on CR 2550 and CR 2530. Commissioners reviewed bill of sale for the road oil distributor purchased from MODOT previously approved in the amount of $22,000. Com Wilcox made a motion authorizing Com. Carter’s signature. Com. Crutchfield seconded, motion passed (3-0), and document was signed.
Rebecca Hocker stopped in to solicit donations from the Commission and other elected officials for the 39th Annual Miss Moberly Scholarship Pagent.
Com. Carter received a call from Sarah Marino, MODOT, to finalize delivery and payment for the distributor tomorrow.
Commissioners reviewed minutes from January 15, 2013; January 17, 2013; January 22, 2013; and January 24, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).
11:20 a.m. Commissioners contacted Larry J. Hart, LJ Hart & Co, to finalize the proposed contract for services for refinancing the Justice Center bonds. He would submit a service contract for review by the county’s legal counsel.
Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
Com. Carter reported an e-mail from County Assessor Richard Tregnago reporting there was a leak at the Assessor’s Office Public entrance. Commissioners contacted Rick Howard, Maintenance, who indicated he would be over soon to address the problem.
Commissioners signed the certified copies of the 2013 General Revenue and Road and Bridge budgets, which will be sent to the Secretary of State.
Commissioners reviewed payroll expenses. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
12:45 p.m. Com. Carter left the regular meeting and Com. Crutchfield was appointed to act as Presiding Commissioner in her absence.
Com. Crutchfield contacted Michael Purol, PSB&A, to request mailing additional right of way acquisition documents for the CR 2660 BRO bridge project.
Commissioners contacted Road and Bridge Supervisor Mike Rogers to discuss rock usage in the eastern part of the county.
Commissioners contacted Wilkerson Brothers Quarry to discuss the possibility of buying rock from the quarry for 2013 for use in the eastern part of the county.
2:10 p.m. Commissioners contacted Dave Gass, ALTORFER, to discuss future resetting of a grader. Mr. Gass asked to schedule a meeting with Commissioners on Thursday at 10:30 a.m. for a presentation.
Rick Howard, Maintenance, arrived to report to Commissioners about the leak in the Assessor’s Office public entrance. Mr. Howard indicated that the water is sitting somewhere long enough to let the water in and Heddinghaus Sheet Metal will arrive tomorrow to caulk the roof.
Com. Crutchfield signed the monthly authorization for direct deposit payroll.
Commissioners handled correspondence.
4:00 p.m. Meeting was adjourned.
