RANDOLPH COUNTY COMMISSION MINUTES
Thursday, January 3, 2013

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).

Com. Wilcox reported receiving a call from a resident on CR 2710. Com. Wilcox informed the resident he lived within the Moberly Special Road District boundaries and gave him the contact information for the district.

Com. Carter contacted Jamie Searcy to schedule a meeting time with the Commissioners for signing right of way acquisition for CR 2660.

10:00 a.m. Emergency Management Director Robert Creed arrived to discuss 2013 budget needs. Also discussed was the CodeRED program available in the county; other possibilities for payment of that service from the county; and the possibility of a full time Emergency Management Director.

Commissioners reviewed and signed a memorandum of understanding with Randolph County resident Jamie Searcy as part of the right of way acquisition for the CR 2660 BRO-BO88 (21) bridge replacement project.

10:50 a.m. Rick Howard, Maintenance, arrived to discuss prices for a new chopper pump for the Justice Center and 2013 budget for maintenance. Also discussed was the purchase of a control display for one of the washing machines at the Justice Center jail. Mr. Howard reported there is a bi-annual boiler inspection due for the summer of 2013.

Sheriff Mark Nichols arrived to discuss jail improvements and the possibility of establishing a new county ordinance for licensing ATV’s and UTV’s.

Com. Carter reported that Debbie Miller, Moberly Chamber of Commerce, will be arriving at 1:00 p.m.

Commissioners signed official minutes from December 13, 2012 and December 18, 2012.

Commissioners received a call from Assistant District Engineer Brian Haeffner, MODOT, to inform the county the speed limit on Highway 63 in Randolph County would be returned to 70 mph. Also discussed was maintenance responsibility for the southern end of Elgin Street at the south edge of Jacksonville, and ice being on a hill east of the Sweet Springs Baptist Church on Highway BB. Mr. Haeffner reported that there will be additional safety improvements made to Highway 63 at the Clark intersection and Cairo intersection in 2014.

12:30 p.m. Road and Bridge Supervisor Mike Rogers arrived to discuss road maintenance issues. Also discussed were fuel bids for a minimum of 2600 gallons of fuel needed to be received by 3:00 today.

Com. Wilcox contacted MFA Oil, Wright’s Oil, and Brownfield Oil to request fuel bids for 2600 gallons of fuel.

County Recorder Mark Price arrived to report that a resident on CR 2180 appreciated the roads being cleared off so well.

Randolph County Public Administrator Mary Jo Colley stopped in to say hello to the Commission.

Com. Carter received a call from Landon Boehm, Piper Jaffray & Co., to schedule a meeting with the Commission to discuss refinancing the Justice Center bonds on Thursday, January 10, 2013.

1:00 p.m. Debbie Miller, Moberly Chamber of Commerce, arrived to discuss chamber activities and operations for 2013.

Jamie Searcy arrived to sign documents for county right-of-way acquisition associated with the CR 2660 BRO-BO88 (21) bridge replacement project.

Dan Lobina returned a call to Com. Crutchfield confirming his interest in serving on the Transportation Advisory Committee (TAC).

Commissioners reviewed minutes from December 27, 2012 and December 31, 2012. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).

Com. Crutchfield received a call from Patricia Irby, CR 2660, to discuss right of way acquisitions for the BRO-BO88 (21) bridge replacement project. Mr. Crutchfield indicated he would contact Mrs. Irby for a good time to hand deliver paperwork.

3:35 p.m. County Treasurer Penny Henry and County Clerk Will Ellis arrived to discuss end of year operating statements.

Commissioners reviewed closed session minutes from December 27, 2012. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).

4:00 p.m. Meeting was adjourned.
