RANDOLPH COUNTY COMMISSION MINUTES
Thursday, January 30, 2014

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda with one addition: Erica Nobles, Victims Advocate, will be arriving at 10 a.m. for signature on renewal of a grant application. Com. Wilcox seconded and motion passed (3-0).

Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues. Also discussed were the bid specifications for a new dump truck. Mr. Herron reported the cylinders that were breaking pins on the motor grader were sent to Hannibal for repair.

Commissioners received a copy for review and signature of the agreement between Randolph County and the Missouri Department of Conservation for reimbursement of rock applied to county roads within the Rudolf Bennitt Conservation Area. Following review, Com. Wilcox made a motion to approve the agreement and authorize Com. Carter’s signature on the document. Com. Crutchfield seconded, motion passed (3-0), and document was signed.

Rick Howard, Maintenance, arrived to discuss maintenance issues. Mr. Howard and Com. Crutchfield did an outside inspection of the Huntsville Courthouse to discuss putting foam installation in the cracks of the building to help stop cold air, rain and birds from coming inside.

Com. Carter received a call from Brandon Lucas, Fusion Technology, to discuss establishing an internet connection in the kitchen area of the jail at the Justice Center.

10:00 a.m. Erica Nobles, Victims Advocate, arrived to present the renewal of the VAWA grant for review and approval. Following review, Com. Crutchfield made a motion to approve the renewal and authorize Com. Carter’s signature on the document. Com. Wilcox seconded, motion passed (3-0), and Com. Carter signed the document.

Commissioners reviewed court orders in the matter of erroneous assessments. Following review, Com Wilcox made a motion to approve the court orders. Com. Crutchfield seconded, motion passed (3-0), and court orders were signed.

Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.

Commissioners reviewed payroll checks and payroll direct deposit for payment. Following review, Com. Crutchfield made a motion to approve these payments. Com. Wilcox seconded and motion passed (3-0).

County Clerk Will Ellis arrived to present the monthly Collector’s Settlement Statement for review.

Commissioners reviewed minutes from January 28, 2014. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).

Com. Crutchfield received a call from Town and County Abstract concerning transfer of donated property located adjacent to the Justice Center from Dr. Marvin Mack to the county. This property is to be used for a secure parking area at the proposed administration building site there.

11:10 a.m. Commissioners received a Supplemental Agreement from SKW extending the contract for engineering services for approval and signature for the BRO-BO88 (22) bridge replacement project. Following review, Com. Crutchfield made a motion to approve the agreement and authorize Com. Carter’s signature on the document. Com. Wilcox seconded, motion passed (3-0), and agreement was signed.

Com. Wilcox made a motion to appropriate $200 to the Northeast Missouri Workforce Investment Board for services provided to the county. Com. Crutchfield seconded and motion passed (3-0).

11:40 a.m. Com. Carter recessed the regular meeting so the Commissioners could present a proclamation to the Randolph County Farm Bureau proclaiming “Thank A Farmer” week February 2-8.

1:15 p.m. Commissioners returned to the Huntsville Courthouse and Com. Carter reconvened the regular meeting.

Com. Carter received a call from Chanda Bankhead, Chief Juvenile Officer, who reported a mold smell and mildew growing up portions of the walls in the stairwell of the Moberly Courthouse. Com. Carter contacted Rick Howard, Maintenance, to report the problem.

Commissioners received a complaint of trash around the Moberly Courthouse.

Com. Carter received a call from Rick Howard, Maintenance, who reported a failed radiator steam pipe discovered behind a false wall under the stairs in the basement of the Moberly Courthouse. Mr. Howard said there was extensive water damage.

Neil Block stopped in to say hello to the Commission.

3:15 p.m. Com. Carter adjourned the meeting so Commissioners could inspect the situation at the Moberly Courthouse.
