RANDOLPH COUNTY COMMISSION MINUTES
Thursday, January 31, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.
9:00 a.m. In the absence of Com. Carter, Com. Crutchfield was appointed to act as Presiding Commissioner and called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (2-0).
Com. Wilcox and Com. Crutchfield reported on their attendance at a meeting with Randolph County Mayors and Chamber of Commerce Director Debbie Miller at the Moberly Area Chamber of Commerce office, Tuesday evening at 6:00.
9:15 a.m. Laura Snelling, Chariton Valley, arrived to discuss IT maintenance and introduce her new replacement Cynda McKenzie, as Mrs. Snelling took a promotion within the company.
Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (2-0), and checks were signed.
Under correspondence, Commissioners received a letter from Poepping, Stone, Bach & Associates, Inc., concerning right of way acquisitions for CR 2660. Also received was an invoice from Jeff Schulte for the county web hosting annual payment and an autopsy contract with University of Missouri Department of Pathology and Anatomical Sciences for the year 2013.
Commissioners received a call from Assistant District Engineer Brian Haeffner, MODOT, to schedule an appointment at 12:30 p.m. to discuss road projects.
10:30 a.m. Dave Gass, Altorfer, arrived to give a presentation on the resetting of the other 140H motor grader to Commissioners.
Com. Crutchfield contacted Sheriff Mark Nichols to discuss the possibility of a deputy to learn the fire alarm controls in the jail. Sheriff Nichols indicated he would speak with Rick Howard later today to set up a time for the training.
Com. Crutchfield contacted Rick Howard, Maintenance, to discuss maintenance issues. Mr. Howard explained that all the heating problems in the Circuit Judge’s chambers had been fixed.
County Clerk Will Ellis arrived to present the quarterly report for the Missouri State Tax Commission for the Assessor’s Salaries, Costs, and Expenses for signature. Following review, Com. Wilcox made a motion to authorize Com. Crutchfield’s signature on the document. Com. Crutchfield seconded, motion passed (2-0), and the document was signed.
12:30 p.m. Assistant District Engineer Brian Haeffner, MODOT, arrived to discuss the substructure on the north end of CR 1635 currently maintained by MODOT. Also discussed were possible improvements in access to that road by MODOT, in exchange for Randolph County assuming maintenance of CR 1635.
Road and Bridge Supervisor Mike Rogers and Jim Wesbecher, WM Nobbe & Co., arrived to discuss future equipment purchases. Also discussed were rock prices from Wilkerson Brothers Quarry. Commissioners authorized the purchase of rock from Wilkerson Brothers Quarry based upon their bid for $7.25 per ton.
County Clerk Will Ellis and Collector Shiela Miller arrived to review court orders in the matter of erroneous assessment with Commissioners.
Com. Carter called to check in.
2:35 p.m. Com. Crutchfield adjourned the regular meeting so Commissioners could join Road and Bridge Supervisor Mike Rogers to conduct a road inspection on CR 2530.
