RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, January 7, 2014
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (3-0).
A county resident stopped in and thanked the County Commission and the Road and Bridge Department for the maintenance work and snow removal they are doing on CR 2180.
The Commission received a call from Jennifer Wilson, nForm Architecture, to discuss the proposed county administration building.
Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues. Also discussed was the proposed 2014 budget and problems with fuel gelling during the subzero temperatures over the weekend. Mr. Herron reported that the 911 dispatch had called the county to assist stranded motorists. Mr. Herron also reported a call from a county resident on CR 1795 requesting snow removal.
Com. Crutchfield reported the doorknob needed to be replaced on the back door of the Huntsville Courthouse last Friday. Com. Crutchfield also reported dumping 3 gallons of water in the boiler room drain of the Huntsville Courthouse to arrest the sewer smell.
County Clerk Will Ellis arrived to report the boiler went out Monday morning at the Moberly Courthouse and needed a thermal couple. Rick Howard, Maintenance, fixed the problem Monday afternoon.
Com. Wilcox returned a call to Dean Gravitt, CR 1795, to discuss snow removal on his county road.
11:00 a.m. Weekly fuel bid was awarded to Brownfield Oil at 3.049. No bid was received from MFA Oil or Wright’s Oil.
Commissioners were contacted by Shirley Olney, City of Moberly, to schedule a joint meeting with the Commission and the City Council on February 27, 2014 to discuss common interests.
11:40 a.m. Sheriff Mark Nichols stopped in to discuss office operations and his proposed 2014 budget.
John Luecke arrived to request mitigation to an erosion problem caused by the water discharge of a newly installed culvert on CR 1760. The project was referred to the Road and Bridge Department.
Commissioners reviewed minutes from January 2, 2014. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).
Rick Howard, Maintenance, arrived to discuss maintenance issues and review his 2014 budget requests.
1:30 p.m. Circuit Judge Scott Hayes arrived to discuss his proposed 2014 budget.
Commissioners worked on the proposed 2014 budget.
4:00 p.m. Meeting was adjourned.
