County Commission Minutes

Thursday, January 9, 2014

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (3-0).

Com. Carter reported on a call from Alicia Weaver, Missouri Department of Conservation, to discuss the contract with the county for reimbursement for rock application to Randolph County roads within the Rudolf Bennitt Conservation Area.

Com. Crutchfield reported on his attendance at the Mark Twain Regional Council of Governments Transportation Advisory Committee meeting Wednesday morning in Perry where the committee is working on establishing the MODOT project list and prioritizing it for the next 10 years for the Northeast District.

Com. Carter reported receiving complaints of a mold smell at the Moberly Courthouse; 1000 gallons of water usage over a weekend at the Moberly Courthouse and a broken sprinkler head due to inmate vandalism at the Justice Center. Rick Howard, Maintenance, was informed.

Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues. Also discussed were equipment specifications for potential new purchases in 2014 and an update on the culvert discharge on CR 1760.

The Commissioners spoke to Rick Howard, Maintenance. Mr. Howard reported the vandalized sprinkler head at the Justice center had been repaired. Mr. Howard also reported there was not a water leak at the Moberly Courthouse, but he would monitor any excess water usage at the facility.

County Clerk Will Ellis arrived to report that January sales tax receipts amounted to $107,362.72. And $33,857.14 was received from use tax.

Commissioners reviewed minutes from January 7, 2014. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).

Virgil Thurston called to confirm the Regional Catering contract for food service at the jail would end on January 31, 2014.

Commissioners signed official minutes from December 26, 2013 and December 31, 2013.

11:05 a.m. Commissioners received a call from Senator Roy Blunt’s Field Representative Ray Bozarth to update the county on rural call completion problems previously reported by the Commission. Field Representative Sarah Graff joined the conversation and other upcoming legislative issues were discussed.

Commissioners received an update from the Road and Bridge Department on the fuel flow problems during the recent sub-freezing temperatures. The problem has been corrected. They also reported a problem noted by a county resident of a motor grader leaking oil working in their area.

11:25 a.m. Commissioners returned a call to Chris Parker, Randolph County Ambulance District, concerning easement information needed for the pending construction of a helicopter landing pad and storage facility adjoining the Randolph County Ambulance District headquarters.

Commissioners received a call from McKinsey LLC concerning bidding information and the anticipated start date for the CR 2660 BRO-BO88 (21) bridge project. They were referred to the project engineer.

Recorder Mark Price arrived to discuss portions of his 2014 proposed budget relating to the cost of back up servers.

1:30 p.m. Scott Spasnick, Coventry Health Care, arrived with John Cochran, Valentine Insurance, to introduce himself to the Commission.

Commissioners were unable to attend the 911 Joint Commission meeting scheduled today at 2 p.m. today in Moberly.

Commissioners received a call from George Huth, Enbridge, to remind the Commission that Randolph County may apply for renewal of the Community Safety grant in the amount of $1000 to assist in paying for the county’s Code Red service. Com. Carter will re-submit the county’s application.

Com. Crutchfield spoke to Dave Gass, Altorfer, to check on the overhaul of the G model road grader.

Commissioners continued to research financing options for the proposed county administrative building.

The Commission contacted Dan Wilbur, Operations Specialists at Consolidated Correctional Food Service, to discuss food service to begin February 1, 2014 at the Justice Center.
