RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, July 16, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).
Jim Derr arrived and delivered some geological information on the Justice Center site from 1998.
Commissioners received a called from Michael Purol, PSB&A, to inform the Commission that final documents are ready for submission for the CR 2660 BRO bridge project. Com. Carter scheduled Mr. Purol for Thursday at 3:30.
Rick Howard, Maintenance, arrived to discuss an invoice for the grate and gutter for the drainage project at the Justice Center. Commissioners will review the invoice and decide at a later time.
Commissioners received notification from the Department of Economic Development that Randolph County has been designated a certified Work Ready Community in progress.
Commissioners reported on the problems with the Chariton Valley Telephones in their office. County Clerk Will Ellis reported Chariton Valley had shut off all cell phone service to county phones last Friday afternoon, three days before their contract was up, leaving elected officials, deputies and others without cell phone service for a period of time.
Commissioners received a maintenance bid from Solomon Boiler Works for the Huntsville Courthouse boiler. Commissioners are expecting a bid for the Moberly Courthouse boiler and will be requesting an additional bid from Eskew Mechanical.
10:00 a.m. LouAnn Rongey and Leann Gleason, USDA, and Robin Fitzgerald, Mark Twain Regional Council of Governments, arrived to discuss financing options for the proposed administration building project.
Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
Commissioners signed official minutes from June 27, 2013 and July 2, 2013.
11:30 a.m. Gary Million, Tri-State Equipment, arrived to clarify his company’s road grader lease-purchasing proposal.
Commissioners received a call from Cynda McKenzie, Chariton Valley Telephone, who indicated she would be stopping in this afternoon to fix the problem with the telephones in the Commission office.
Commissioners reviewed an invoice from Carter Waters LLC for the drainage project at the Justice Center. Following review, Com. Wilcox made a motion to approve the invoice in the amount of $3,004.00 and authorize Com. Carter’s signature on the invoice document. Com. Crutchfield seconded, motion passed (3-0), and Com. Carter signed the document.
Commissioners received a call from Sheriff Mark Nichols informing them that he would need to hire a temporary jailor due to illness of another jailor for a period of 12 weeks.
Commissioners began review of the jail food service bids. Following review and a determination that more information was needed, Com. Crutchfield made a motion to delay final decision until a later date. Com. Wilcox seconded and motion passed (3-0).
1:35 p.m. Cynda McKenzie, Chariton Valley Telephone, arrived to fix the voicemail problem with the phones in the Commission office.
Randolph County Jail Supervisor Randy Smith arrived to discuss the food service bids and other jail issues.
Commissioners reviewed minutes from July 11, 2013. Following review, Com Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).
Com. Carter received a call from Audrain County Presiding Commissioner Steve Hobbs in response to a request for a reference of Consolidated Food Services. He indicated they were pleased with the service.
Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues.
Commissioners reviewed closed session minutes from July 11, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Wilcox seconded and motion passed (3-0).
Com. Wilcox contacted Rick Howard, Maintenance, to inform him that Eskew Mechanical will be performing the boiler inspection at the Huntsville Courthouse and request a bid from Solomon Boiler Works for the Moberly Courthouse.
4:00 p.m. Meeting was adjourned.
