RANDOLPH COUNTY COMMISSION MINUTES
Thursday, July 25, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (2-0).
Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues. Also discussed were CR 1660 and the mowing of the Justice Center.
9:25 a.m. Rick Howard, Maintenance, arrived to discuss the boiler inspections that are scheduled for August 5.
Com. Crutchfield reported on his attendance at the monthly NECAC meeting Tuesday, July 23, in Bowling Green.
Com. Carter reported the county received $6094 in reimbursement on June 28, 2013 from the State of Missouri Conservation Department from the county graveling county roads in the Rudolf Bennitt Conservation Area. The county was informed that a representative from DOC will make an appointment in the future to inspect the roads maintained there for their annual inspection.
Com. Crutchfield left a message with Eskew Mechanical to schedule an appointment for the opening of the Huntsville boiler for annual inspection.
10:00 a.m. Commissioners received the following bids for 2500 gallons of fuel: MFA Oil bid at $3.18; Brownfield Oil bid at $3.194; and Wright’s Oil bid at $3.21. Following review, Com. Crutchfield made a motion to accept the bid from MFA Oil in the amount of $3.18 for 2500 gallons of fuel. Com. Carter seconded, motion passed (2-0), and the companies were contacted.
County Clerk Will Ellis arrived to report on the 2012 Capital Credit Allocation Statement from Chariton Valley Telephone. It was reported the 2012 capital credit allocated was $20,708.21 and the total credits allocated to date are $103,811.31.
Commissioners reviewed minutes from July 23, 2013. Following review, Com. Crutchfield made a motion to approve these minutes. Com. Carter seconded and motion passed (2-0).
Com. Crutchfield contacted MFA Oil; Brownfield Oil; and Wright’s Oil to inform the companies the county would be going back to weekly fuel bidding. Bids will be due by 11:00 a.m. every Tuesday morning.
Sheriff Mark Nichols arrived to discuss operations in his department in the jail. Commissioners asked Sheriff Nichols to come up with a cost estimate for travel expenses, deputy costs and safety issues for holding court in Moberly. Also discussed were food services at the Justice Center.
Brandon Lucas, Fusion Technologies, arrived to discuss county IT needs.
1:00 p.m. Com. Carter returned a call to Ross McKinstry, Randolph County Health Department, to schedule a meeting with the Breathe Easy Coalition, August 15 at 10:00 a.m.
Commissioners reviewed invoices for payment. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Carter seconded, motion passed (2-0), and checks were signed.
1:15 p.m. Jennifer Wilson, nForm Architecture, arrived to discuss the proposed new administration building.
Commissioners handled correspondence.
3:00 p.m. Meeting was adjourned.
