RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, June 11, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).
Com. Crutchfield reported that he rolled the new seeded grass planted around the Circuit Clerk’s new storage unit at the Justice Center Monday.
Com. Wilcox reported a call from a county resident on a problem with a recently installed culvert at the intersection of CR 1945 and CR 1940. The problem was referred to Road and Bridge Supervisor Mike Rogers.
Com. Wilcox reported on Saturday June 1, 2013 Eddie Edwards contacted him and offered dirt for the CR 2580 BRO bridge replacement project.
County Clerk Will Ellis arrived to discuss the June sales tax receipts. The projected 2013 amount for June was $134,268.65; the actual amount for 2013 is $123,049.44; and the difference being $11,219.21; receipts-to-date are $637,503.15 which is ($28,126.65) below budget projection.
9:45 a.m. Coroner Gerald Luntsford arrived to discuss office operations and the need to adopt a policy for indigent burials in the county. County Clerk Will Ellis was also present.
Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
Commissioners signed official minutes from May 23, 2013 and May 30, 2013.
Commissioners received a progress report from Aaron McVicker, SKW, on the CR 2580 BRO-BO88 (22) bridge replacement project. Additionally, Com. Crutchfield reported that all right of way easement documents associated with the project had been received and recorded.
11:10 a.m. County Clerk Will Ellis arrived to discuss transfer arrangements of the waterfall funds administered by Commerce Bank; a medical bill for a prisoner with Moberly Regional Medical Center; and the shortfall in sales tax receipts for June.
Commissioners reviewed minutes from June 6, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).
12:30 p.m. Road and Bridge Supervisor Mike Rogers arrived to discuss road maintenance issues.
Under old business, Com. Wilcox moved to reconsider a previously approved motion to purchase a storage unit for the Sheriff’s Department. The originally approved motion was $2200 for a 20 foot unit; it is now being amended to $3400 for a 40 foot unit. Com. Crutchfield seconded and motion passed (3-0). The cost of the unit will be divided evenly with the Sheriff.
Rick Howard, Maintenance, arrived to report that the new chopper pump at the Justice Center has been delivered and unloaded. Mr. Howard indicated he was waiting for the company to arrive to install it.
1:30 p.m. Com. Carter adjourned the regular meeting so Commissioners, Circuit Clerk Peggy Boots, Circuit Judge Scott Hayes, and Jennifer Wilson, nForm Architecture, could tour the Boone County Courthouse to review their security system at 2:30 p.m
