RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, June 18, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda with one addition: Adhar Johnson, Clean Line Energy, will be arriving to discuss the company’s proposed operations within Randolph County and the State of Missouri. Com. Crutchfield seconded and motion passed (3-0).
Rick Howard, Maintenance, arrived to discuss maintenance issues. Mr. Howard reported Letts Vankirk and Associates has still not arrived to install the new chopper pump.
Commissioners received a call from Sheriff Mark Nichols requesting use of a track excavator and operator from Road and Bridge to assist his department in an investigation.
9:30 a.m. Adhar Johnson, Manager at Clean Line Energy, arrived to report on the company’s current operations and proposed future schedule. Additionally, Commissioners were invited to attend an informational meeting Wednesday, June 26.
Commissioners received a call from Rick Vankirk, Letts Vankirk and Associates, who informed the Commission, the company is working with Rick Howard to schedule a time to install the newly purchased chopper pump at the Justice Center.
Commissioners received an invitation from MU Extension to attend an exploratory meeting to establish community gardens within the county.
Commissioners reviewed the Little Dixie Regional Library Board applications. Applications were received from the following: Ron Self and Bob Bauer. Following review, Com. Wilcox made a motion to appoint Ron Self and Bob Bauer to the Little Dixie Regional Library Board. Com. Crutchfield seconded, motion passed (3-0), and the applicants will be notified.
County Clerk Will Ellis arrived to discuss a meeting at 1:15 today with Janet Murray, Randolph County Health Department, to inspect the kitchen at the Justice Center.
Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
10:30 am. Road and Bridge Supervisor Mike Rogers arrived to discuss road maintenance issues. Also discussed was tree removal from weekend storms on county roads.
Com. Crutchfield contacted Ronald Craven, PE at Geotechnics Soil and Material Testing, who indicated he would be doing soil test borings on the proposed site for a new county administrative building.
Commissioners reviewed minutes from June 13, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).
Commissioners reported receiving a court order through the State Attorney General’s Office requesting copies of e-mail traffic from the Commission relating to the Mamtek lawsuit.
1:10 p.m. Com. Carter recessed the regular meeting so Com. Wilcox and Com. Crutchfield along with Clerk Ellis could meet with Janet Murray, Randolph County Health Department, to inspect the kitchen area at the Justice Center.
1:50 p.m. Commissioners returned to the Huntsville Courthouse and Com. Carter reconvened the regular meeting.
Commissioners reviewed the contract from Geotechnics Soil and Material Testing for their work on the proposed administration building site. Following review, Com. Wilcox made a motion to accept a contract for testing services at the proposed site from Geotechnics in the amount of $4,000 and authorized Com. Carter’s signature on the contract. Com. Crutchfield seconded, motion passed (3-0) and the contract was signed.
Commissioners received a call from Nick Smith, Septagon Construction, requesting a meeting with the Commission concerning the proposed county administration building. The meeting is scheduled for Thursday, June 20 at 10:30.
Commissioners handled correspondence.
Com. Wilcox contacted Blevins Asphalt Construction and Vance Brothers in regards to pricing for small quantities of CRS-2 and CRS-2P for summer road projects.
4:00 p.m. Meeting was adjourned.
