RANDOLPH COUNTY COMMISSION MINUTES
Thursday, June 27, 2013

The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.

9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda with two changes: the State Auditors have rescheduled their meeting for Tuesday, July 2 and Sheriff Mark Nichols will be presenting the Jail Housing Contract with City of Moberly for renewal. Com. Crutchfield seconded and motion passed (3-0).

Commissioners reviewed payroll. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Wilcox seconded, motion passed (3-0), and checks and electronic documents were signed.

Com. Crutchfield reported on a call from a county resident inquiring about odors from the Circle A Ranch. The resident was told the Commission did not have authority to control odors at the ranch.

Com. Crutchfield reported on a call from a resident on CR 1745 complaining about ditching operations on his road. Commissioners will check into it.

Commissioners reported on their attendance Tuesday, June 25, at the 18th District County Government Day in Jefferson City hosted by Senator Brian Munzlinger.

Com. Wilcox reported on his attendance at the Workforce Investment Board meeting Monday evening at the Boudreaux Memorial Visitor Center at Mark Twain Lake. MAEDC President Corey Mahaffy was elected to the Workforce Investment Board as a Randolph County representative.

Com. Carter reported on her attendance Wednesday, June 26, at the Grain Belt Express Clean Line Energy vendor meeting at the Lodge in Rothwell Park and the TAC, Solid Waste and Mark Twain Regional Council of Governments Executive Board meetings in Perry.

10:00 a.m. Naomi Nganga, with the Missouri State Auditor’s Office, and County Clerk Will Ellis arrived to discuss the ongoing county audit.

County Clerk Will Ellis arrived to present bids for the county bank depository. The proposal was posted in the paper and the county contacted eight different banks. Four bids were received: Bank of Cairo and Moberly; Citizens Bank; Bank of Moberly (Kirksville); and City Bank. Following review of the bids, Com. Crutchfield made a motion to accept the bid from City Bank option D- Fixed rate 1.12% from 7/1/13 through 7/1/15; 7/2/15 through 6/2017 is 1.37%– no charge for deposit slips. Com. Wilcox seconded and a roll call vote was taken, Carter, Aye; Crutchfield, Aye; Wilcox, Aye. Motion passed (3-0).

10:45 a.m. Sheriff Mark Nichols arrived to present the Jail Housing Contract with City of Moberly Police Department for renewal. Following review, Com. Wilcox made a motion to approve the contract. Com. Crutchfield seconded, motion passed (3-0), and contract was signed.

County Clerk Will Ellis reported a call from Circuit Clerk Peggy Boots who indicated the phones at the Justice Center are not working. Chariton Valley has been contacted.

Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.

Com. Crutchfield returned a call to Glen Cobb, Cobb Dust Control, who indicated he would be putting calcium down on CR 2778 and requested that no grading be done on that road. This information was passed along to Road and Bridge Supervisor Mike Rogers.

Road and Bridge Supervisor Mike Rogers arrived to discuss road maintenance issues. Also discussed was assistance with brush removal at the Clifton Hill Cemetery. Commissioners approved brush removal at a charge of $65/hour for on the job work completed.

1:10 p.m. Brandon Lucas, Fusion Technologies, arrived to repair Com. Carter’s computer.

1:30 p.m. Jennifer Wilson, nForm Architecture, and Ronald Craven, P.E. at Geotechnics Soil and Material Testing, arrived to discuss the county facility needs and geotech testing operations.

Commissioners reviewed an additional contract for Geotech drilling at the Huntsville Courthouse. Following review, Com. Crutchfield made a motion to allow Geotechnics Soil and Material Testing to drill one hole on the grounds of the Huntsville Courthouse in the amount of $1500 and authorize Com. Carter’s signature on the contract. Com. Wilcox seconded and motion passed (3-0).

Commissioners reviewed minutes from June 20, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).

Commissioners reviewed closed session minutes from June 20, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).

Com. Crutchfield contacted Aaron McVicker, SKW, to discuss the easements on the CR 2580 BRO bridge replacement project.

3:15 p.m. County Coroner Gerald Luntsford arrived to discuss employing a Deputy Coroner. Also discussed was the possibility of bidding out indigent burials.

Commissioners contacted Lou Ann Rongey, at USDA Rural Development, to discuss building loan possibilities with Commissioners.

Commissioners called Kelly Lierman, LJ Hart, to discuss lease financing.

Commissioners handled correspondence.

Com. Wilcox contacted Steve Garish, USDA Rural Development, to discuss financing possibilities.

4:00 p.m. Meeting was adjourned.
