RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, March 11, 2014
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0).
Commissioners attended a Transportation Advisory Committee (TAC) public hearing concerning MODOT priorities for the next ten years held at the Huntsville Courthouse.
Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues. Also discussed was the location of a new business on CR 2530; culverts and proper road drainage and the condition of roads in the northwest part of the county affected by the Ameren UE transmission upgrade from “Thomas Hill to Adair County” project.
Commissioners reviewed the monthly Commerce Bank Trust statements for the Justice Center lease certificates.
Commissioners received a call from Dale Devenport and Dorothy Smith to voice their opposition to the proposed Clean Line Energy Project.
Commissioners received notice from property owner Michael Wienhaus (State Highway U) of his plans to build a hog CAFO on his family property in the western part of the county.
Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
County Clerk Will Ellis arrived to discuss the March sales tax receipts. The budgeted March 2014 amount was $96,810.98; the actual amount is $122,113.25, a difference of $25,302.27; total receipts for the year are $336,783.33 which is $32,100.23 above county budget projections. Also reported was $38,648.98 received from the use tax, with total use tax collections for 2014 at $156,920.83.
Commissioners received a call from Joe Roth who reported a tractor trailer had damaged the shoulders of CR 1810 at the intersection of CR 1815. This information was passed along to the Interim Road and Bridge Supervisor Dale Herron who dispatched a motor grader and rock truck to that area.
Commissioners reviewed court orders in the matter of erroneous assessments. Following review, Com. Crutchfield made a motion to approve court orders as presented. Com. Wilcox seconded, motion passed (3-0), and court orders were signed.
Rick Howard, Maintenance, arrived to discuss maintenance issues. Mr. Howard reported a broken sprinkler head Friday, March 7, 2014 at the jail which has since been repaired.
10:30 a.m. Scott McGarvey, Marketing Director at MACC, arrived to present the primary documents for closeout of the Training for Tomorrow grant for signature. County Treasurer Penny Henry also was in attendance. Following review, Com. Crutchfield made a motion to authorize Com. Carter’s signature on the documents. Com. Wilcox seconded, motion passed (3-0), and document was signed.
11:00 a.m. Weekly fuel bid was awarded to Brownfield Oil at 3.159. A bid was received from MFA Oil at 3.174. No bid was received from Wright’s Oil.
11:15 a.m. Com. Carter recessed the regular meeting so Commissioners could attend the Randolph County Board of Realtors luncheon meeting to share information on the proposed county administration building.
1:20 p.m. Commissioners returned to the Huntsville Courthouse and Com. Carter reconvened the regular meeting.
Public Administrator Mary Jo Colley stopped in to say hello to the Commission.
County Clerk Will Ellis arrived to show Commissioners chunks of wall plaster that has fallen into his office.
Commissioners reviewed minutes from March 6, 2014. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).
Mr. and Mrs. Jimmy Webster stopped in to say hello to the Commission.
Commissioners attempted to return a call to Mrs. Dorothy Smith concerning the Clean Line Energy Project.
2:45 p.m. Matt Walker, PSB&A, stopped in to present a progress invoice for the CR 2660 BRO-BO88 (21) and an invoice to be presented to MODOT for review.
Com. Crutchfield returned a call to Mid Missouri Limestone to discuss prepayment contracts for county road and bridge rock. It was agreed that the county would prepay for $27,778 worth of rock at a saving to the county at approximately 4%.
Commissioners received a call from Audrain County Presiding Commissioner Steve Hobbs to discuss the Clean Line Energy project.
4:00 p.m. Meeting was adjourned.
