RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, March 12, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (3-0).
Following the recent snow and rain storms, Com. Crutchfield and Com. Wilcox reported on road inspections in their respective districts completed over the weekend.
Commissioners signed official minutes from February 28, 2013 and March 5, 2013.
9:50 a.m. Road and Bridge Supervisor Mike Rogers arrived to discuss additional maintenance needed following the rain and snow melting over the weekend. Also discussed was the shortage of available quality rock in the quarries serving Randolph County. Commissioners received a call from a resident on CR 2210 who reported a washout due to recent rain and snow melting.
Commissioners received a call from Public Administrator Mary Jo Colley concerning disposition of a deceased indigent’s personal property.
10:30 a.m. Brandon Lucas, Fusion Technologies; County Clerk Will Ellis; and County Assessor Richard Tregnago arrived to discuss additional needs for a backup server. Following discussion, Assessor Tregnago agreed to pay for the needed backup system out of his Assessor’s fund in the amount of $4128.
Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
Com. Crutchfield contacted Michael Purol, PSB&A, in reference to right of way acquisition for the CR 2660 BRO-BO88 (21) bridge project. As one group of landowners has been nonresponsive, Mr. Purol will forward documents to the Commission to start the condemnation process.
Clerk Will Ellis arrived to present a letter for Commissioners review informing SECURUS Technologies, Inc. that the inmate Telecommunications Contract and Maintenance Services will be out for bid for the remaining year of September 27, 2013 thru October 1, 2014. Com. Crutchfield made a motion to authorize Com. Carter’s signature on the document. Com. Wilcox seconded, motion passed (3-0), and the letter was signed.
12:45 p.m. Lori Peterson and Dan Wilbur, Consolidated Correctional Food Service, and County Clerk Will Ellis arrived to discuss the cost of inmate meals.
Rick Howard, Maintenance, arrived to discuss maintenance issues. Also discussed was the purchase of a new backup chopper pump for the jail. Com. Crutchfield made a motion to purchase a Vaughn chopper pump with the necessary controls, installed, in the amount of $17,375 from Les Van Kirk and Associates. They are the sole source provider in this region. Com. Wilcox seconded and motion passed (3-0).
Commissioners reviewed minutes from March 7, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).
3:00 p.m. Sheriff Mark Nichols arrived to review information from Consolidated Correctional Food Service. Discussed was the possibility of bidding the food service for the remainder of the year.
Public Administrator Mary Jo Colley arrived to continue discussions on the disposition of a deceased indigent’s personal property.
Commissioners handled correspondence.
4:00 p.m. Meeting was adjourned.
