RANDOLPH COUNTY COMMISSION MINUTES
Thursday, March 14, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (3-0).
Public Administrator Mary Jo Colley arrived to report on final disposition of the deceased indigent’s personal property.
Commissioners reported on their attendance yesterday at the Northeast Missouri Commissioners and Clerks Association meeting in Brunswick and their meeting last night with Moberly City Council and City Officials at City Hall.
9:35 a.m. Art Sumpter, Norris Quarries LLC, arrived to present a sample invoice for pre purchased county rock.
10:15 a.m. County Clerk Will Ellis arrived to report the state auditors will be here April 8.
Commissioners reviewed minutes from March 12, 2013. Following review, Com. Wilcox made a motion to approve these minutes. Com. Crutchfield seconded and motion passed (3-0).
10:30 a.m. Road and Bridge Supervisor Mike Rogers arrived to discuss road maintenance issues. Also discussed were gravel trailer specifications received to establish bid specs on a possible purchase.
Brad Goessling, Town and Country Abstract, returned a call to Com. Wilcox to explain the delay in establishing the railroad right of way for the CR 2580 BRO bridge project.
Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
Rick Howard, Maintenance, arrived to discuss maintenance issues.
Under correspondence, Com. Carter made a motion to appoint Debbie Miller to the Mark Twain Regional Council of Governments Board of Directors. Com. Crutchfield seconded and motion passed (3-0).
Commissioners called references for Consolidated Correctional Food Services and received positive feedback from: Audrain, Montgomery, Perry, Warren, and Vernon counties.
County Assessor Richard Tregnago arrived to discuss the VillaGIS system and future plans he has for the system.
2:20 p.m. County Recorder Mark Price arrived to discuss the upcoming county government day.
Commissioners contacted Boone, Macon, and Taney counties as references for nForm Architects and received positive responses from all.
Attorney Ivan Schraeder returned a call to review the draft proposal for a County Lodging Ordinance.
Com. Carter received a call from Shirley Olney, City of Moberly, to discuss scheduling the upcoming government day activities.
Com. Wilcox contacted Road and Bridge Supervisor Mike Rogers to discuss county bridges that may be eligible for a new BEAP study for which Commissioners intend to apply.
Com. Carter contacted Judge Hayes’s office to confirm that he would be taking part in Government Day with 4th graders from Gratz Brown Elementary sometime next month.
4:00 p.m. Meeting was adjourned.
