RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, March 19, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner; Jerry Crutchfield, Western District Commissioner; and Shelby Creed, Deputy Clerk.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Wilcox seconded and motion passed (3-0).
County Clerk Will Ellis arrived to inform Commissioners that the Career Center in Moberly is scheduled to close at its current location April 31 due to budget cuts caused by the sequestration in Washington.
Com. Wilcox reported on his attendance at the Workforce Investment Board meeting at the Boudreaux Memorial Visitor Center at Mark Twain Lake on Monday night.
Com. Wilcox and Com. Crutchfield reported on their attendance at the Moberly Area Chamber of Commerce breakfast Friday morning.
Following the recent snow and rain storms, Com. Crutchfield reported on road inspections completed over the weekend.
Com. Carter reported on a call from Terry Harpster, Harpster Equipment, who indicated the Rhino mower is ready for pick up. Harspter Equipment will deliver the mower to the Road and Bridge barn and the invoice to the County Clerk.
Commissioners signed minutes from March 7, 2013 and March 12, 2013.
Com. Wilcox and Com. Crutchfield reported assisting Public Administrator Mary Jo Colley with the removal of personal property belonging to the recently deceased indigent in the Case Building of Moberly Public Housing. They moved it to the basement of the Moberly Courthouse for storage and final disposition.
Shelby County Presiding Commissioner Glenn Eagan, Chairman of the Northeast Regional Workforce Investment Board CLEO’s, called to discuss the Moberly Career Center closing.
Commissioners received a copy of the final Collector’s Annual Settlement for review.
Commissioners contacted Road and Bridge Supervisor Mike Rogers to discuss the mower that will be delivered by Harpster Equipment.
10:00 a.m. Howard Meidler, KWIX-KRES Radio, stopped in to say hello to the Commission.
Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
County Clerk Will Ellis arrived to present the following documents: Release of Declaration of Rights and Termination and Discharge of Base Lease Agreement. Com. Crutchfield made a motion to authorize Com. Carter’s signature on the documents. Com. Wilcox seconded, motion passed (3-0), and the document were signed and will be forwarded to LJ Hart as part of documentation needed for the final closing tomorrow for the refinancing of the Justice Center bonds.
10:40 a.m. Higbee City Mayor Bob Ashworth and Ricky Switzer, City of Higbee, stopped in to discuss road maintenance on CR 2530 and an improperly assigned 911 address for a county resident.
11:00 a.m. County Clerk Will Ellis arrived with the resolution to be adopted in support of a new County Lodging Ordinance. Janet Murray, Randolph County Health Department, arrived to observe.
Com. Carter called for the reading of the resolution and ordinance which County Clerk read to the Commissioners. Com. Wilcox made a motion to adopt the resolution for the county Lodging Ordinance. Com. Crutchfield seconded and a roll call vote was taken: Carter-Aye; Wilcox-Aye; Crutchfield-Aye. Motion passed (3-0), resolution was signed, and the ordinance will be published in the local paper and posted on the county website. This ordinance goes into effect April 1, 2013.
Commissioners received a call from Sheriff Mark Nichols who indicated a nurse who treats inmates has submitted a letter of resignation. Sheriff Nichols also reported a Deputy experienced car trouble in Kansas while transferring an inmate. The Deputy rented a car to complete the transfer while the car was being repaired. The cost is expected to be approximately $1600.
Commissioners received a call from Assistant District Engineer Brian Haeffner, MODOT, to discuss the proposed interchange project north of Cairo.
Randolph County CASA Director Jennifer Wilson arrived with a delivery for Commissioner Wilcox.
1:30 p.m. Jennifer Wilson, nForm, arrived to discuss county facility needs.
Public Administrator Mary Jo Colley arrived to thank Com. Wilcox and Com. Crutchfield for their assistance in transferring and clearing the indigent’s room. Public Administrator Colley reported the indigents room had been inspected by the Housing Authority and the deposit, when approved, will be returned to the Public Administrators office.
Com. Carter spoke with Circuit Clerk Peggy Boots who reported broken chairs in the jury room that should be attended to. Commissioners will investigate the problem.
Commissioners contacted Road and Bridge Supervisor Mike Rogers to discuss upcoming fuel bids.
Commissioners handled correspondence.
