RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, March 25, 2014
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner, and Jerry Crutchfield, Western District Commissioner. In the absence of Deputy Clerk Shelby Creed, Commissioner Carter recorded the minutes.
9:00 a.m. Com. Carter called the meeting to order and moved approval of the agenda. Com. Crutchfield seconded and motion passed (3-0). County Clerk Will Ellis stopped in to inform the Commission that Janet Murray, Randolph County Health Department, will arrive this morning to deliver an analysis of the air quality study completed at the Moberly Courthouse over the weekend.
Interim Road and Bridge Supervisor Dale Herron arrived to discuss road maintenance issues. He was asked to inspect culverts on CR 2530 and CR 2520.
Com. Wilcox reported meeting with Mr. Herron and Missouri Petroleum on Friday to discuss the possibility of multi-county contracting to reseal roads.
9:15 a.m. Janet Murray arrived to report that the affected areas at the Moberly Courthouse are not a health concern as there is not a significant amount of mold. She did advise the Commission to install a de-humidifier in the stairwell but indicated there was no reason for concern. She also stated she will be inspecting a newly opened rooming house in Huntsville for licensing compliance.
9:30 a.m. Com. Carter recessed the regular meeting so Commissioners could attend a meeting of the Randolph County Retired Teachers Association to share information on the proposed county administrative building.
10:43 a.m. Com. Carter reconvened the regular meeting.
11:05 a.m. The weekly fuel bid was awarded to Wright’s Oil at 3.08; Brownfield bid 3.095; MFA Oil bid 3.112.
Commissioners reviewed transportation needs requests for the county to be submitted to the Transportation Advisory Committee.
Commissioners reviewed invoices for payment. Following review, Com. Wilcox made a motion to approve payments as presented. Com. Crutchfield seconded, motion passed (3-0), and checks were signed.
Commissioners reviewed jury script for payment. Following review, Com. Crutchfield made a motion to approve payments as presented. Com. Wilcox seconded, motion passed (3-0), and checks were signed.
Com. Wilcox contacted Connie Duvall, Moberly Monitor Index, to correct inaccuracies in a recent article concerning Clean Line Energy.
Commissioners spoke with Randolph County representative to the TAC, Tom Sanders to complete the transportation needs list for submittal to MoDOT.
2:00 p.m. Ally Smith and Paula Priest, Clean Line Energy, arrived to update the Commission on the project. They presented the proposed route that will be submitted to the Public Service Commission on Wednesday, March 26. They believe the Public Service Commission will make a decision on the project by the end of the year.
2:35 p.m. David Rasmussen called seeking information concerning the proposed administrative building and will be arriving today to discuss it.
Com. Crutchfield made a motion to appoint Arthur Geisendorfer to the Community Kitchen Board of Directors to fill the remainder of the term of Pam Lessley who recently resigned. Com. Wilcox seconded and motion passed (3-0).
Mr. and Mrs. Rasmussen arrived to learn more about the proposed county administrative building.
Commissioners handled correspondence.
3:50 p.m. Com. Crutchfield left the meeting to travel to Bowling Green for the NECAC Board of Directors meeting.
Commissioners contacted Randolph County Emergency Management Director Robert Creed concerning enacting the county’s burn ban ordinance. Mr. Creed indicated there was some confusion with the new law. Commissioners will contact Attorney Ivan Schraeder for clarification.
4:00 p.m. Meeting adjourned.
