RANDOLPH COUNTY COMMISSION MINUTES
Tuesday, March 26, 2013
The Honorable Commission convened at the Huntsville Courthouse with the following present: Susan Carter, Presiding Commissioner; Wayne Wilcox, Eastern District Commissioner and Jerry Crutchfield, Western District Commissioner. In the absence of Deputy Clerk Shelby Creed, Commissioner Carter recorded the minutes.
9:05 a.m. Com. Carter called the meeting to order and moved approval of the agenda with one addition: Former Moberly Postmaster Richard Skaggs will arrive at 11:30 to discuss the proposed closing of the Huntsville Post Office. Com. Crutchfield seconded and motion passed (3-0).
Recorder Mark Price arrived to confirm receipt of all the right-of-way documents available regarding the KCS BRO bridge project.
Commissioners received an invitation from the American Legion to participate in County Government Day on Wednesday April 10.
Com. Wilcox contacted Albright Concrete Construction to solicit bids for the Justice Center drainage project. He reported calls concerning resale prices for the Flygt Pumps being replaced and receiving specifications to be used in bidding for a belly dump trailer for Road and Bridge.
11:30 a.m. Retired Moberly Postmaster Richard Skaggs arrived to discuss the proposed closing of the Huntsville Post Office and strategies to keep it open. Also presented were Westran School Superintendent Kelly Shelby, former Moberly Postmaster Craig Mattox, Assessor Richard Tregnago, Collector Shiela Miller, County Clerk Will Ellis, Circuit Clerk Peggy Boots, Recorder Mark Price and Coroner Gerald Luntsford. Mr. Skaggs encouraged everyone to contact their Senators and Representatives to protest the closing. Mr. Mattox also commented. State Representative Tim Remole and Congresswoman Vicky Hartzler’s Caseworker Janna Worsham arrived to observe.
12:30 p.m. Commissioners reviewed invoices for payment. Following review, Com. Crutchfield made a motion to approve invoices as presented. Com. Wilcox seconded, motion passed (3-0), and checks were signed.
1:00 p.m. Com. Carter recessed the regular meeting so Commissioners could attend the public meeting at the Huntsville Community Center to support keeping the Huntsville Post Office open.
2:40 p.m. Com. Carter reconvened the regular meeting. Former Public Administrator Martha Creed stopped in to say hello and Commissioners wished her a Happy Birthday! Jim Todd stopped in to say hello.
3:00 p.m. Max Siebuhr stopped in to visit with the Commission.
Commissioners submitted a grant application to Enbridge on behalf of the county and City of Moberly for assistance with the Code Red program.
3:40 p.m. 911 Coordinator Justin Roberts arrived to report on his attendance at the MONENA conference last week at Tan-Tar-A.
County Clerk Will Ellis arrived to discuss advertising for bids for the belly dump trailer. Com. Wilcox made a motion to instruct Clerk Will Ellis to place an ad in the paper requesting bids for the belly dump trailer. Com. Crutchfield seconded and motion passed (3-0).
Fannie Lou Wilhite stopped in to discuss the proposed closing of the Huntsville Post Office.
4:00 p.m. Meeting was adjourned.
